About The Position

Individuals serving in this capacity are expected to adhere to the Illinois Performance Standards for School Leaders. The Director of Business and Finance/CSBO serves as the treasurer/chief financial officer and administers the financial affairs of the school system. This role is responsible for the preparation of annual budgets, monthly and annual financial statements, investing available funds, managing payrolls and related functions, accounts payable, and auditing individual school accounts.

Requirements

  • Bachelor’s degree in Business, Finance, Accounting, or Management required.
  • Excellent leadership skills.

  • High accuracy and attention to detail.
  • Knowledge of School district budgeting, forecasting, and long-range financial planning.
  • Knowledge of Fund accounting, grants management, and auditing standards.
  • Knowledge of Revenue sources: state, federal, local funding, and special programs.
  • Knowledge of Financial reporting requirements (e.g., Annual Financial Report, ISBE filings).
  • Knowledge of Illinois School Code and relevant state and federal regulations.
  • Knowledge of Procurement law, bidding procedures, and contract administration.
  • Knowledge of Facilities management, transportation, food service, and technology systems as they impact district operations.

  • Chief School Business Official (CSBO) endorsement Preferred.
  • Experience in a public school system is preferred.

Responsibilities

  • Serve as treasurer/chief financial officer and administer the financial affairs of the school system.
  • Serve as custodian of all financial assets.
  • Be responsible for the preparation of the annual budgets.
  • Prepare monthly and annual financial statements for all funds maintained by the school system.
  • Invest all available funds for either short or long term periods in interest-bearing accounts and determine the amounts of such investments at the best return available.
  • Be responsible for payrolls and related functions.
  • Be responsible for accounts payable.
  • Audit the accounts of the individual schools and ensure the resolution of any findings noted.
  • Supervise the financial affairs of the District, including handling of all funds, accounting, and reporting procedures.
  • Effectively lead and evaluate the Business Office staff by coordinating and carrying out financial planning for the District, administering and managing the work duties of the business office staff.
  • Develop and maintain services within the District so that maximum economy and efficiency may be realized to the benefit of the District’s educational program.
  • Ensure the proper accounting of monies apportioned by the federal, state, or local government.
  • Provide financial recommendations to the Board of Education as directed by the Superintendent.
  • Complete the annual budget and tax levy.
  • Monitor and authorize purchases made throughout the District.
  • Prepare for the annual audit.
  • Supervise the bidding process to ensure accordance with federal and state laws and regulations.
  • Provide long-range vision and planning for the Board of Education on financial matters and assist the Board with information on the financial impact of long-term goals/plans.
  • Act as adviser to the Superintendent on all questions relating to the business and financial affairs of the district.
  • Confer with Administrators to determine, establish, and maintain the financial data necessary for compliance with grant requirements.
  • Assist with Freedom of Information Act (FOIA) responses and information.
  • Coordinate statistical, financial, accounting and/or auditing reports and tables.
  • Attend all regularly scheduled meetings of the Board and such staff meetings and committees as required by the Superintendent.
  • Participate in the strategic planning process and directs efforts as assigned.
  • Ensure the completion and submission of required Illinois State Board of Education reports and grants, transportation claims, and Medicaid cost sheets.
  • Responsible for the monthly financial reporting of expenditure, revenue, and balance sheets.
  • Responsible for the management of the District food service program.
  • Effectively oversee the bookkeeping, payroll, and accounts payable/receivable departments.
  • Prepare pertinent fiscal and benefit program data and participate in negotiations.
  • Work collaboratively with the Director of Buildings and Grounds, and the Construction Manager on current and future capital projects: prepare population projections; develop educational specifications; and analyze amortization of bond issues to adhere to budgetary and timeline requirements.
  • Perform duties as assigned by the Superintendent or his/her designee.
