Director of Building Inspections
About The Position
The Director of Building Inspections directs, plans, and coordinates all building inspection operations and services. This role establishes operational goals, coordinates staff to meet these goals, and evaluates and revises processes for optimum efficiency. The Director also coordinates large projects with developers, the community, and various city departments, resolving community issues and work-related problems. They provide advice, technical information, and instruction on new policies, procedures, and products to staff and the public. This position communicates action plans and budgets to the Mayor and City Council, providing necessary information upon request. The Director plans and directs a comprehensive building inspection and codes enforcement program, including all phases of building construction, and coordinates with various city departments on technological development needs and training implementation. They plan and implement new departmental policies and procedures, provide supervision and leadership to staff, and ensure consistent enforcement of codes and ordinances. The Director analyzes department personnel requirements, develops training activities, determines training needs, and evaluates performance. They develop and implement software-based solutions to enhance departmental function and efficiency, and develop annual planning for short and long-term department goals and objectives. The Director also develops and manages the annual department budget, approving and controlling expenditures. They review and analyze proposed code changes, compile and analyze reports of actual versus proposed activities, and prepare FEMA and ISO reports to maintain high standards ratings for the community. The role involves attending City Council and Zoning meetings, as well as meetings, conferences, workshops, and training sessions to stay current on best practices and new developments. Performs other directly related duties consistent with the role and function of the classification.
Requirements
- Bachelor's Degree or higher in Engineering, Architecture, Building Science, or related field AND ten (10) years or more of experience planning and coordinating building inspection operations and services, OR High School Diploma or equivalent G.E.D. AND fifteen (15) years or more of experience planning and coordinating building inspection operations and services
- Two (2) years or more of management and supervisory experience
- Possession of one (1) or more of the following International Code Council (ICC) certifications: Building Inspector Certification, Building Plans Examiner Certification, Property Maintenance & Housing or Combination Residential Inspector Certification, Electrical Inspector Certification, and/or Plumbing Inspector Certification
- Possession of the International Code Council (ICC) Building Official Certification or the ability to obtain certification within two (2) years of employment
- Current and valid driver's license and the ability to obtain and/or maintain a City of Hoover Driver's Permit

- Analyzes department personnel requirements, develops appropriate training activities, determines requirements for successfully trained personnel, and evaluates performance
- Develops and implements software-based solutions to enhance departmental function and efficiency
- Develops annual planning for short and long term department goals and objectives
- Develops annual budget for the department; approves and controls expenditures
- Reviews and analyzes proposed code changes; compiles and analyzes reports of actual vs. proposed Inspection Services Department activities
- Prepares FEMA and ISO reports and maintains standards within the department to ensure high standards ratings for the community
- Attends City Council and Zoning meetings
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas
- Performs other directly related duties consistent with the role and function of the classification
