About The Position

The Director of Budget and Finance serves as the City of Taylor’s Chief Financial Officer, responsible for the overall direction, administration, and integrity of the city’s financial operation. This position plans, organizes and directs all activities of the Budget and Finance Department. This includes the following: budgeting, financial reporting, accounts payable, procurement compliance, annual financial audit preparation and asset management. The Director of Budget and Finance serves as the principal advisor to the Mayor and City Council on fiscal policy, financial condition and regulatory compliance. This position will also ensure the financial practices comply with Governmental Accounting Standards Board (GASB) pronouncements, Michigan municipal finance law and applicable federal and state regulations.

Requirements

• Bachelor’s degree in Accounting, Finance, Public Administration or closely related fields (master’s preferred)
• CPA or CGFM certification preferred
• Minimum of 7 years of progressively responsible experience in municipal or governmental finance
• Including 3 years in a supervisory or management role
• Thorough knowledge of GASB standards, Michigan municipal finance, procurement law and public sector budgeting practices
• Experience with ERP systems (Oracle and BS&A software experience preferred)
• Demonstrated experience with public pension and benefits
• Excellent written and verbal communication skills, including experience presenting to elected officials and boards

Responsibilities

• Direct preparation of the annual budget in compliance with the Uniform Budgeting and Accounting Act and applicable city charter provisions
• Oversee preparation of the Annual Comprehensive Financial Report (ACFR) and interim financial statements
• Ensure compliance with GASB standards
• Monitor state constitutional revenue sharing and other intergovernmental revenue projections; advise leadership on multi-year fiscal impacts
• Present monthly financial reports to city council and other boards as needed
• Serve as the primary liaison to the external auditors
• Oversee accounts payable, accounts receivable, debt service/capital asset reporting and cash reconciliation operations
• Serve as the functional owner of Oracle Fusion ERP financial modules (AP/AR, OTBI reporting)
• Assist the Treasurer with managing banking relationships and treasury management services
• Assist purchasing manager with the city procurement policy, including blanket purchasing agreements (BPSs), cooperative purchasing arrangements and sole source justifications
• Serve as a trustee on both the Police and Fire Pension board and General Pension board
• Assist other departments with compliance for state and federal grants, including prevailing wage requirements under Act 10 of 2023 and bonding requirements under PA346
• Administer Payment in Lieu of Taxes (PILOT) under PA346
• Support property tax administration in coordination with the Treasurer and Tax Assessor
• Supervise, train and evaluate the Finance Department staff
• Respond to financial related public records request and represent the city in financial matters with state agencies, auditors and the public
• Perform other duties as assigned by the Mayor
