About The Position

The Director of Benefits will provide operational and strategic direction to the Benefits team, developing and implementing benefits strategies, programs, processes, and policies that support market competitiveness, equity, and cost effectiveness. This role involves establishing departmental goals, evaluating program performance, and developing metrics to measure effectiveness. The Director will lead across health and welfare plans, retirement programs, work/life programs, and other employee benefits, supporting plan design, cost analysis, employee communications, and customer service. They will also lead all aspects of the Leave of Absence program and ensure compliance with legal and regulatory requirements. Additionally, the Director will lead, develop, and support the Benefits team, fostering an accountable and service-oriented culture, and collaborate across departments to align Benefits programs with strategic priorities. This includes preparing and managing annual budgets and reporting on departmental performance.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Accounting, or another related field
  • 8 years of Human Resources experience, including at least 5 years of significant experience in benefits, retirement, health & welfare, total rewards, or another relevant area
  • 5 years of management/leadership experience
  • Comprehensive knowledge of employee benefits programs, including health & welfare and retirement plans.
  • Strong understanding of the regulatory and legislative environment affecting HR and Benefits.
  • Demonstrated strategic thinking, analytical and problem-solving capabilities.
  • Ability to effectively manage multiple priorities in a complex environment.
  • Strong written, verbal, and interpersonal communication skills.
  • Experience partnering with and managing external vendors.

Responsibilities

  • Provide operational and strategic direction to the Benefits team.
  • Develop and implement benefits strategies, programs, processes, and policies that support market competitiveness, equity, and cost effectiveness.
  • Establish departmental goals, priorities, policies, and procedures.
  • Evaluate program and departmental performance and implement improvements to enhance service and simplify workflows.
  • Develop meaningful metrics to measure program effectiveness and outcomes.
  • Provide leadership across health and welfare plans, retirement programs, work/life programs, and other employee benefits.
  • Support benefits plan design, cost analysis and monitoring, employee communications, and customer service.
  • Maintain comprehensive knowledge of benefits programs, including Health & Welfare, 401(k), 403(b), pension plans, and related programs.
  • Partner effectively with external benefits vendors and other key stakeholders.
  • Lead all aspects of the Leave of Absence program and the team members responsible for its administration.
  • Develop strategies, policies, programs, and processes that support effective program delivery.
  • Establish metrics and evaluate program performance and effectiveness for Leave of Absence.
  • Ensure benefits programs and department operations comply with applicable legal and regulatory requirements.
  • Maintain knowledge of regulations including ERISA, FLSA, FMLA, ADA, COBRA, OSHA, Workers’ Compensation, and applicable labor and tax laws.
  • Fulfill applicable compliance and reporting requirements.
  • Lead, develop, and support the Benefits team while fostering an accountable, responsive, service-oriented culture.
  • Complete performance management and planning activities for direct reports.
  • Collaborate across departments and committees to align Benefits programs with Texas Children’s strategic priorities.
  • Prepare and manage annual capital and operating budgets and report on departmental performance and outcomes.
