About The Position

The Massachusetts Department of Mental Health (DMH) is seeking a skilled, dynamic, recovery-oriented administrator to serve as the Director of Behavioral Health Clinical Services for the Cape Cod and Islands Community Mental Health Center (Pocasset, MA) and Cape Cod Site Office (Hyannis, MA). This experienced clinical leader will be responsible for overseeing the continuum of clinical services at the vibrant community mental health center. As a member of the Cape Cod and Islands (CC&I) Community Mental Health Center (CMHC) senior leadership team, the Director of Behavioral Health Clinical Services will work to further the CC&I transdisciplinary vision that promotes and maintains the delivery of high-quality integrated services. The incumbent will carry out duties and fully support the mission, vision, and values of the DMH and the population served. The successful candidate must be a strong communicator as well as a visionary leader with the ability to plan strategically and possess clinical knowledge, staff management, and data analysis skills.

Requirements

  • Must possess independent licensure in human services; LICSW, LMHC, or other advanced independent license.
  • Current and valid Massachusetts Class D Motor Vehicle Operator's license or equivalent license from the state in which you reside.

Nice To Haves

  • At least 10 years of clinical practice of which at least 5 years supervision experience.
  • At least 5 years of progressive leadership in progressive leadership positions.
  • Professional experience working in an environment that is inspected by the Board of Health, Department of Public Health, Department of Mental Health or The Joint Commission.
  • Solid written and oral communication skills and proficiency establishing and maintaining harmonious working relationships with a wide variety of multidisciplinary teams and stakeholders.
  • Proven knowledge of the principles and practices of management, including planning, budgeting, organizing, directing, motivating, controlling and decision making.
  • Demonstrated record of leadership in the operation of innovative service delivery that promotes individual rehabilitation and recovery.
  • Experience and knowledge of services for mental health, substance use care delivery, facility-based care, and treatment of individuals with mental health and substance abuse treatment needs and how to access these services.
  • Ability to manage a diverse workforce; ability to embrace diversity as a strategic advantage.
  • Proficient usage of Microsoft Office products including Word, Excel, PowerPoint, Teams and Outlook.
  • Bilingual or multilingual fluency.

Responsibilities

  • Manages oversight to all community clinical services to include Case Management, Adult Community Clinical Services, Respite Services, Safe Haven and Homeless Outreach, Clubhouses, Partial Hospital and Program of Assertive Community Treatment (PACT).
  • Provides direct supervision to the department heads for all State Operated services.
  • Serves as a member of the Leadership group as well as Senior Staff.
  • Participates in Contract Monitoring of all procured services within the site and supervises contract monitors.
  • Serves as a lead in the Joint Commission accreditation process to ensure the agency is constantly reviewing compliance with the standards.
  • Conducts and participates in Clinical Care reviews and provides recommendations regarding the clinical care to staff and at times to Senior Management.
  • Facilitates training and/or makes recommendations for clinical training to assist staff in providing evidence-based care that is also recovery centered and relevant.
  • Leads in Zero Suicide Initiative and collaborate with the Southeast Area and Central Office on clinical initiatives and program development.
  • Serves as a standing member in several committees including Risk Management, Medical Records, and the Policy Committee and serves on work groups, performance improvement teams, and subcommittees.
  • Liaises with various community agencies including the local Department of Children & Families (DCF) office and the Homeless Shelters.
  • Provides Administrator On-Call coverage (including after hour coverage) in rotation with Center/Site Director and Director of Nursing (and coverage for Center/Site Director in their absence).
  • Champions patient care and treatment that is trauma informed and person centered in all areas of oversight.
  • Develops staff through timely feedback and use of appropriate Human Resource policies to foster and facilitate the ability of staff to achieve highest level of professional growth and performance.
