About The Position

The Director of Asset Management works under the direction of the Director of Strategic Operations and provides strategic, operational, and financial leadership for the agency's Asset Management Office (AMO). This role oversees planning, coordination, and execution of asset management activities, including inventory, asset disposition, policy development, and reporting. The Director ensures compliance with applicable federal and state laws, State Property Accounting guidelines, comptroller requirements, and agency policies, and generally accepted accounting principles. The Director ensures that asset records are accurate, complete, timely, auditable, and aligned with financial reporting and operational needs. The Director oversees the Asset Management Office budget, monitors expenditures, evaluates financial and operational reports, identifies trends and risks, and recommends improvements to strengthen accountability, internal controls, cost effectiveness, and statewide consistency. The position supervises professional and managerial staff; and collaborates with internal divisions, external partners, and oversight entities to support agency goals. The position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

Graduation from an accredited four-year college or university with major coursework in accounting, finance, business administration, public administration, management, or a related field. Relevant professional experience in accounting, governmental accounting, property accounting, asset management, inventory management, financial operations, or closely related work may substitute for education on a year-for-year basis.
Three years of progressively responsible experience in accounting, governmental accounting, property accounting, asset management, financial operations, inventory management, or closely related work.
Experience with capital assets, controlled assets, property accounting, asset records, inventory reconciliation, depreciation, capitalization, asset transfers, asset disposition, or financial reporting related to assets.
Experience interpreting and applying policies, procedures, laws, rules, regulations, accounting standards, or internal controls related to financial operations, property accounting, state property, inventory, or asset management.
Experience reviewing or analyzing financial, accounting, inventory, operational, compliance, or performance reports to identify discrepancies, risks, trends, or corrective actions.
Three years of supervisory, managerial, or leadership experience, including assigning work, setting priorities, monitoring performance, and providing guidance to staff.
Knowledge of local, state, and federal laws, rules, and regulations related to asset management and state property.
Knowledge of generally accepted accounting principles and procedures affecting accounting records, financial reporting, automated accounting systems, and asset accounting.
Knowledge of governmental accounting, fiscal programs, budget control methods, financial administration, fiscal accounting, and laws and regulations pertaining to financial operations.
Knowledge of State property requirements, State Property Accounting guidelines, Comptroller requirements, capital asset accounting, controlled asset reporting, inventory, depreciation, capitalization, transfer, reconciliation, and disposition practices.

Responsibilities

Directs and oversees the operations of the AMO, including asset accounting. Establishes goals, priorities, and performance expectations for the office that align with agency objectives and support accurate financial and property accounting.
Leads planning, implementation, and continuous improvement of asset management operations to ensure efficiency, cost effectiveness, accountability, and regulatory compliance.
Ensures the structure supports Acquisitions, Dispositions, and Reporting functions.
Directs the planning and execution of HHSC's annual physical inventory process for a complex, statewide asset portfolio spanning more than 400 locations across Texas, in coordination with internal divisions and external stakeholders.
Ensures asset accounting activities are performed in accordance with applicable accounting principles, agency policies, state property accounting guidelines, comptroller requirements, and state and federal laws.
Directs the review, reconciliation, and correction of asset records to ensure accuracy, completeness, and consistency between management records, financial records, inventory results, and required reports.
Reviews and evaluates accounting and asset documentation to ensure appropriate controls, approvals, supporting documentation, and audit trails are maintained.
Submits the agency's annual inventory certification to CPA.
Provides oversight and guidance for asset disposition activities, including surplus, salvage, recycled, and lost or stolen property.
Leads and directs staff responsible for disposition activities to ensure practices comply with applicable state statutes, federal requirements, and agency policies throughout the asset life cycle.
Reviews disposition data and processes to ensure appropriate controls, documentation, and reporting are in place.
Develops, reviews, and uses financial and operational reports to monitor agency asset activity, inventory progress, compliance status, disposition trends, corrective actions, and budget performance.
Recommends process improvements, policy changes, system enhancements, or resource adjustments to strengthen accountability, fiscal stewardship, and operational performance.
Interprets and applies federal and state laws, rules, regulations, accounting requirements, state property accounting guidance, comptroller requirements, and agency policies related to state property.
Oversees the AMO budget, monitors expenditures, and ensures resources are used effectively to support program operations.
Reviews financial and operational reports to assess performance, identify trends, and inform leadership decision-making.
Communicates asset management, property accounting, inventory, disposition, compliance, budget, and performance information to agency leadership, fiscal offices, program areas, internal divisions, external partners, and oversight entities.
Prepares and delivers high-level reports, briefings, presentations, and recommendations regarding asset status, inventory performance, financial impacts, compliance trends, operational risks, and corrective actions.
Represents the agency at meetings, workgroups, trainings, conferences, or external forums related to asset management, property accounting, state property requirements, and related business functions.
May review proposed legislation, policy changes, or oversight requirements and analyze potential operational, financial, or compliance impacts related to asset management.
Supervises and develops professional and managerial staff and provides oversight of contracted asset management personnel.
Assigns work, establishes priorities, and sets clear performance expectations.
Coaches and mentors staff, conducts performance evaluations, supports employee development planning, and carries out related human resources activities including hiring and promotions.
Provides oversight of subordinate managers to ensure consistent application of standards, contract requirements, and accountability.
