About The Position

The Transportation Planning and Management (TPM) division is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting economic and social vitality. The Office of Livable Streets (OLS) focuses on strategic planning, community engagement, research, policy, design, implementation, and long-term management to create livable streets that enhance safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality. OLS aims to improve New York City's pedestrian, bicycle, and micromobility networks, offering comfortable, connected, green, and reliable transportation options. The Furniture & Operations (F&O) unit within OLS is seeking a City Planner 4 to serve as Director of Asset Management & Maintenance. This role involves developing and supervising a team of engineers, planners, and inspectors to manage the long-term maintenance and asset management of streetscape assets citywide. The Director will support budgeting and procurement, manage tracking, inspection, and repair coordination to ensure assets are in good repair. F&O manages assets such as sidewalk extensions, benches, leaning bars, wayfinding signage, planters, blocks, barriers, and bollards, and also researches and develops new furnishings. The unit also plans and installs these assets across New York City.

Requirements

  • Must be serving permanently in the title of City Planner, be reachable on the civil service list, or be eligible under the 55a program.
  • A master’s degree from an accredited college or university in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or a related field; OR
  • A baccalaureate degree from an accredited college or university and one year of satisfactory full-time experience in city planning such as in the review and development of housing, transportation, environmental, and city-owned land planning projects; OR
  • A satisfactory combination of education and/or experience that is equivalent to the above.
  • Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college or university for one year of experience.
  • All candidates must have a baccalaureate degree.
  • To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in '2' above.
  • Demonstrated supervisory and leadership skills.
  • Ability to understand and communicate construction, operations, street furniture, and transportation planning/engineering principles.
  • Strong understanding of street design, surface and below-surface installation, maintenance, procurement, grants management, budgeting, asset management, and data management is required.

  • Minimum 15 years’ experience managing intra-agency and other teams on large, complex projects, demonstrating strong collaborative tendencies.
  • Thorough knowledge of the City’s pedestrian and bicycle infrastructure, construction, maintenance, and furnishing issues.
  • Thorough knowledge of NYCDOT’s review and installation procedures.
  • Experience in budgeting, grants management, managing staff, and working to advance projects in a complex regulatory environment.
  • Excellent written, editorial, and verbal communication and presentation skills.

Responsibilities

  • Develop and supervise a growing staff of engineers, planners, and inspectors to manage the long-term maintenance and asset management of streetscape assets citywide.
  • Support the budgeting and procurement of installed streetscape assets in coordination with the OLS Administration Unit.
  • Manage the tracking, inspecting, and repair coordination to ensure assets remain in a state of good repair.
  • Develop inspection and documentation protocols for evaluations of installations, assets, user compliance and state of good repair.
  • Update marking plans for Safety Improvement projects (SIPs) due to repavings.
  • Develop and maintain fabrication and installation specifications for contractors, inhouse crews and capital projects.
  • Coordinate construction impacts with the Office of Construction & Management to ensure pedestrian space and furnishings are maintained and protected during construction.
  • Supervise maintenance partner engagement and grow maintenance contract capacity agency wide.
  • Research and develop new assets as they relate to the sidewalk and roadway.
  • Grow a new inspection team to help monitor installed assets citywide.
  • Provide vision, guidance, and staff development.
  • Build consensus for design solutions in line with DOT’s mission.
  • Manage the review and development of housing, transportation, environmental, and city-owned land planning projects.
