About The Position

The Municipal Services Director is responsible for the planning, organizing and supervision of inspection work to ensure enforcement and compliance with Federal, State and local codes, laws and zoning and other bylaws and all applicable regulations. This role oversees the issuance of required permits applicable to building or structure construction and/or renovation plans and zoning ordinance compliance. The employee conducts periodic inspections, maintains records, and issues Certificates of Inspection for existing buildings as required by statute. This includes places of assembly such as night clubs, restaurants, meeting halls, churches and schools, and for institutional uses, such as hospitals, nursing homes, jails and prisons, and residential uses, such as hotels, lodging houses, limited group residences and all multifamily structures. The Director provides responsive service on all complaints of property owners, tenants and others; investigates alleged violations and takes action, if necessary. The employee is required to perform all similar or related duties.

Requirements

  • Five or more years of prior work experience in the supervision of building construction or design, in the construction trades, a Bachelor’s degree in a related field ; Experience with operational and capital budget development and Energy Services contracting, or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
  • Valid Class D Motor Vehicle Operator’s License
  • Massachusetts Certification as an Inspector of Buildings/Building Commissioner required
  • State Certified ICC Building Official
  • Construction Supervisors and Local Building Inspector’s License
  • Thorough knowledge of the state building code and related codes as well as ADA rules and guidelines and working knowledge of asbestos and environmental compliance regulations.
  • Working knowledge of the principles and practices of building construction, inspection, and fire prevention, light, ventilation and safe egress; general knowledge of building construction equipment and materials, and the State building code, local bylaws; and other applicable state statutes, rules and regulations, knowledge of the Town’s geography and principles and policies of personnel management and supervision.
  • Ability to read and interpret blueprints, drawings and plans, interpret and enforce in a firm, tactful and impartial manner state, local and federal laws including the State Building Code and local zoning bylaws.
  • Ability to deal appropriately with the general public and members of the building community.
  • Ability to understand engineering terminology and mathematical concepts.
  • Ability to understand court procedures related to building and zoning issues.
  • Ability to communicate effectively, orally and in writing.
  • Ability to lead and supervise departmental staff and develop policies and procedures for the department’s operations.

Responsibilities

  • Administers and supervises the Building Inspectional Department, including zoning bylaw enforcement, and issuance of licenses for building, wiring, plumbing and gas fitting permits and inspections operations.
  • Coordinates and plans the activities of the department’s Inspectors; provides advice to Inspectors as required on code issues to ensure compliance with state and local laws and the enforcement of local zoning and other applicable State regulations or Town Bylaws; assists in the resolution of difficult inspection or code enforcement issues.
  • Observes conditions and issues notices for correction to persons responsible for conformance of state building and related codes; researches, obtains evidence and prepares informational reports concerning compliance or violations which have not been corrected.
  • Reviews architectural building plans and specifications involved for code requirements and approves plan for issuance of building permits as required by the Massachusetts State Building Code; reviews all plans and specifications for compliance with local zoning bylaws; inspects all work for compliance with approved plans.
  • Explains requirements, policies, procedures and ordinances; recommends compliance procedures to contractors, craft workers and owners relative to the mode or manner of construction and materials to be used in construction, reconstruction, alteration, repair, demolition, removal, installation of equipment and the location, use, occupancy and maintenance of all buildings and structures.
  • Prepares and maintains inspection records and prepares reports for use by other Town officials, administrative or judicial authorities; confers with other code inspectors when necessary.
  • Attends public meetings as necessary to discuss codes, flood zones, building construction or renovation plan reviews and other related issues.
  • Inspects new residential, commercial, industrial and other buildings during and after construction and upon completion and repair and alteration work, during process and upon completion for conformity with all code requirements and approved plans and with zoning restrictions to ensure that components such as footings, floor framing, completed framing, chimneys and stairways meet provisions of building, grading, zoning, and safety laws and approved plans, specifications and standards as needed; issues occupancy permits upon completion of requirements of all codes and statutes relating to public safety.
  • Responds to natural disaster emergencies; supervises damage team members and volunteers.
  • Oversees the processing of permit applications for liquor, occupancy and building permits as well as the construction of buildings and structures and then inputting information into department databases.
  • Oversees the Town’s Sealer of Weights and Measures and the Animal Inspector.
  • Develops, implements and evaluates Department goals and objectives, policies and procedures; develops standards for program evaluation.
  • Keeps abreast of all changes or revisions to the State Building Codes and local zoning bylaws.
  • Acts as liaison with the Town Zoning Board of Appeals, Building Committee, design/review Board and Historical Committee.
  • Works in conjunction with the Fire Chief to ensure the safety of public assembly buildings.
  • Monitors Chapter 40B projects.
  • Responsible for all capital building projects including but not limited to reconstruction, remodeling, site acquisition, site preparation, designer selection, schematic design, preliminary design bid, bid preparation, bid award and supervision of construction.
  • Oversees all administrative functions including development of office procedures and working conditions, preparations of annual report, budget and capital acquisition documents.
  • Reviews and develops yearly budget for office operations.
  • Collects all permit fees.
  • Acts as technical advisor to the Zoning Board of Appeals; attends meetings, receives, reviews, accepts and processes all applications to the Board; reviews decisions prior to signing by the Board.
  • Interacts with all Town Boards and Departments regarding policy and attitudes, as well as planning and improving service-related functions. Participates as a member of the Zoning By-Law Committee and the Public Safety Team.
