About The Position

RIHousing is seeking a dynamic professional to serve as the Director of Leased Housing & Rental Services in their Leased Housing Department. This is a key leadership role within RIHousing’s Leased Housing Department. This position advances housing opportunities across a wide range of household incomes and needs, oversees asset management and compliance for RIHousing’s multifamily lending portfolio, and administers federal and state rental production and subsidy programs. The Director is responsible for the effective management of all division operations, providing oversight, direction, and control to ensure the proper administration of federal, state, and agency programs serving tenants in housing financed or overseen by RIHousing. The role also partners closely with senior leadership including the executive director and deputy director, on policy development, financial and strategic planning, and legislative advocacy. This is a hybrid position based in Providence, Rhode Island, where you will be an integral part of our Leased Housing team. The role is designed for face-to-face collaboration and direct involvement in our office environment.

  • Regulatory and program expertise: Deep knowledge of federal and state housing laws, HUD programs, rental‑assistance regulations, and multifamily asset‑management practices.
  • Public representation: Strong presence in community and industry settings, with the ability to represent RIHousing’s mission and strengthen partnerships across Rhode Island.
  • Operational and policy development skills: Experience developing and implementing policies, procedures, and operational guidelines that ensure compliance and support organizational goals.
  • Financial and risk management: Ability to oversee large‑scale program budgets, manage financial exposure, and support responsible investment decisions in multifamily rental housing.
  • Executive communication: Skilled in briefing senior leadership, preparing board‑level materials, and communicating major developments clearly and proactively.
  • 8-10 years of broad-based management and financial experience with federal housing and multifamily lending programs, plus outstanding supervision and training skills
  • Excellent verbal and written communication skills, as well as negotiation, problem-solving, and organizational skills
  • Master’s degree in business, public administration, or related field, or equivalent experience
  • Use of a personal vehicle, a valid driver’s license, and proof of insurance is required.

Responsibilities

  • Promote RIHousing programs by marketing resources to the real estate community, including multifamily developers, owners, and property managers.
  • Represent RIHousing in key community activities, industry organizations, and meetings with businesses, civic leaders, and affordable housing partners to maintain a strong public presence.
  • Identify program opportunities and recommend improvements or enhancements to existing rental and housing programs.
  • Build partnerships with federal, state, and local officials, nonprofit organizations, and developers to advance affordable housing policy and initiatives.
  • Advocate for equitable housing policies and contribute to statewide solutions for low‑income, homeless, and at‑risk households.
  • Oversee implementation of policies, procedures, and systems that monitor the physical and financial condition of RIHousing’s multifamily portfolio and rental assistance programs.
  • Ensure regulatory compliance by staying current on federal and state laws, updating procedures, and guiding staff on required changes.
  • Manage federal and state rental programs including Section 8 PBCA, Housing Choice Voucher, LIHTC, HOME, State Rental Assistance, and HUD Section 811 PRA.
  • Evaluate program performance to ensure consistent, high‑quality service delivery to partners, owners, and tenants.
  • Serve as primary liaison with HUD, state agencies, property owners, managers, and service providers for compliance, training, and technical assistance.
  • Lead and develop staff through supervision, training, performance management, and workflow oversight.
  • Guide policy and program decisions based on federal, state, and agency priorities.
  • Develop training programs for internal teams and external partners.
  • Resolve complex operational issues and support staff in navigating programmatic and human‑resource challenges.
  • Develop operational plans, policies, and guidelines for division programs and initiatives.
  • Lead strategic planning and collaborate with senior leadership on long‑term program and policy direction.
  • Oversee financial planning including annual budgeting and resource allocation for the division.
  • Manage major program resources including federal appropriations exceeding $200M annually and asset management of a $950M multifamily lending portfolio.
  • Exercise independent judgment in directing a highly regulated division with complex operational demands.
