About The Position

The Director, Labor Relations and Human Resources (HR) Policy serves as a strategic leader and subject matter expert on labor relations with an enterprise-wide scope. This role is responsible for leading labor negotiations, interpreting, and ensuring the consistent and effective administration of collective bargaining agreements and grievance procedures and fostering constructive union relationships. The Director will also lead and drive positive employee relations initiatives and will provide critical and expert guidance and consulting on the labor relations impact of business decisions and transactions, helping to proactively manage risk and align labor strategy with operational goals. The Director will be responsible for ensuring that the HR policies and procedures are reviewed and maintained and will establish or review the appropriate governance. This role may work remotely but prefer close to Quest site.

Requirements

  • Bachelor’s degree in human resources, Labor Relations, or related field, or equivalent professional work experience.
  • At least 10+ years of labor negotiations experience as the chief spokesperson/1st Chair negotiator.
  • 10+ years of demonstrated experience accurately interpreting and applying employment policies and procedures in a large, complex organization.
  • Strong experience with all aspects of labor relations, including knowledge of the National Labor Relations Act and other labor regulations, acts, or laws.
  • Detailed understanding of union organizing campaigns and recognition processes; the collective bargaining process, multi-employer bargaining, and contract negotiation; labor contract interpretation and administration, handling of grievances, mediation, and arbitration; business acquisition and divestiture; NLRB proceedings; and constructive engagement with labor organizations.
  • Ability to leverage a collaborative and supportive approach to lead and motivate teams and end-to-end management of negotiations.
  • Strong ability to build relationships across all stakeholders to drive LR strategy.
  • Proven ability to balance multiple priorities, partners, and work streams.
  • Strong facilitation and business partnership skills.

Responsibilities

  • Oversee and execute the long-term operational strategy, policy, methodology and management of the Labor Relations services, subject to management guidance and approval.
  • Prepare collective bargaining agreement negotiation strategies, lead and conduct negotiations, and perform tasks necessary to finalize signed agreements.
  • Ensure adequate support for integration of acquisitions with respect to the Labor Relations processes and policies, including due diligence and integration.
  • Engage with legal, operations, and other stakeholders to monitor and ensure appropriate conduct of campaigns, elections, or other recognition processes.
  • Lead or support union campaigns and concerted activity events (e.g., union card signing, strikes, employee petitions, etc.) as they arise.
  • Assist and support labor contract administration to include grievance resolution and arbitration advocacy, among other related tasks.
  • Review and evaluate collective bargaining agreements, provide analysis, identify risks, and develop solutions to mitigate risk and support operations.
  • Develop, foster, and maintain constructive union relationships.
  • Lead and support Positive Employee Relations efforts across Quest Diagnostics, including planning and execution of nationwide team projects and initiatives.
  • Develop and maintain a positive ER training curriculum and programs to further develop HR & People leaders.
  • Conduct local / regional climate assessments and trend analysis to anticipate and address labor-related risks.
  • Track and analyze labor relations and HR metrics to identify trends and improvement opportunities.
  • Review Employee Relations communications plans and ensure effective alignment with key stakeholders.
  • Present and deliver labor relations training, projects, business updates, and other initiatives to groups such as, HRBPs, Employee Relations Partners, operational leaders, and/or Quest senior and executive leadership teams.
  • Stay abreast of relevant political, economic, legal, and market developments and trends.
  • In partnership with Human Resources, COEs and legal, develop and maintain company HR policies.
  • Establish or update robust and scalable processes and systems to ensure effective Labor Relations support within Quest.
  • Provide subject matter expertise in specialized regulatory areas (e.g., EEOC, ADA, OFCCP, FMLA, WARN Act, FLSA, trade unions, etc.).
