About The Position

Choctaw Advantage Solutions (CAS) is seeking an experienced Director, IT/IM to provide strategic and operational leadership for information technology and information management in support of the Women, Infants, and Children (WIC) Overseas Program, TRICARE Overseas Program Office, and Department of Defense (DoD). The Director, IT/IM will be responsible for the overall planning, management, security, performance, and continuous improvement of the program's IT and information management environment. This position will oversee enterprise systems, network infrastructure, end-user support, cybersecurity, data management, system availability, technology integration, and IT governance across geographically dispersed program locations. This role requires a strategic technology leader who can translate organizational and program requirements into secure, reliable, scalable, and cost-effective IT and information management solutions.

Requirements

  • Bachelor's degree in Information Technology, Computer Science, Information Systems, Cybersecurity, Information Systems Management, or a closely related technical field.
  • 8–12+ years of progressive IT experience, including management of enterprise IT systems, network infrastructure, information systems, cybersecurity, applications, or end-user support operations.
  • At least 4–5 years of experience in a direct supervisory, management, or senior technical leadership role overseeing multidisciplinary IT teams.
  • Demonstrated experience managing complex IT operations across multiple locations, sites, or geographically dispersed environments.
  • Demonstrated experience developing and implementing IT strategies, policies, procedures, standards, and performance measures.
  • Experience managing enterprise IT infrastructure, systems administration, network operations, applications, databases, and end-user support.
  • Demonstrated experience with IT governance, cybersecurity, information assurance, data protection, and regulatory compliance.
  • Experience managing IT projects, technology implementations, system upgrades, migrations, integrations, or modernization initiatives.
  • Experience managing IT budgets, resources, vendors, contracts, and/or subcontractors.
  • Strong understanding of information security principles, access controls, vulnerability management, incident response, risk management, and data protection.
  • Experience developing or maintaining business continuity, disaster recovery, backup, and system recovery capabilities.
  • Experience with IT service management processes, including incident, problems, change, configuration, and asset management.
  • Strong knowledge of Microsoft enterprise technologies and common enterprise IT infrastructure and support environments.
  • Strong analytical, strategic planning, organizational, problem-solving, and decision-making skills.
  • Excellent written and verbal communication skills, including the ability to communicate complex technical concepts to senior leadership, Government stakeholders, and non-technical audiences.
  • Ability to pass required background investigations and obtain and maintain any Government security clearance or access authorization required by the contract.

  • Master's degree (MS or MBA) in Information Technology, Computer Science, Information Systems, Health Informatics, Cybersecurity, Business Administration, or a related field.

  • Experience supporting Authority to Operate (ATO) processes, security assessments, system authorization, or Government information assurance requirements.
  • Experience with cloud computing, enterprise mobility, virtualization, identity and access management, endpoint management, and modern infrastructure technologies.
  • Experience with enterprise data management, data governance, interoperability, reporting, analytics, and systems integration.
  • Experience supporting WIC, Participant Information Management Systems (PIMS), Electronic Benefits Transfer (EBT), or comparable public benefits information systems.
  • Experience with healthcare or public health information systems and applicable privacy/security requirements.
  • Project Management Professional (PMP)
  • ITIL Foundation, ITIL Leader, or related IT service management certification
  • Certified Information Systems Security Professional (CISSP)
  • Certified Information Security Manager (CISM)

Responsibilities

  • Provide strategic leadership and overall direction for the program's Information Technology and Information Management (IT/IM) functions.
  • Develop and execute an IT/IM strategy aligned with organizational objectives, contractual requirements, operational needs, and long-term program goals.
  • Lead the planning, implementation, operation, and continuous improvement of enterprise IT systems supporting the WIC Overseas Program.
  • Oversee network infrastructure, systems administration, cloud and on-premises environments, cybersecurity, telecommunications, desktop support, applications, databases, and end-user technology.
  • Manage IT operations across geographically dispersed and potentially international program locations.
  • Establish standardized IT policies, procedures, processes, service levels, and performance measures across all supported locations.
  • Ensure reliable availability, performance, scalability, and continuity of critical information systems and technology services.
  • Provide oversight of IT service management, incident management, problem management, change management, configuration management, and asset management.
  • Develop and maintain IT disaster recovery, business continuity, backup, and system recovery strategies.
  • Ensure information systems and technology infrastructure comply with applicable Federal, DoD, contractual, cybersecurity, privacy, and regulatory requirements.
  • Establish and maintain appropriate information security controls to protect sensitive Government, program, employee, and participant information.
  • Coordinate cybersecurity activities, vulnerability management, access controls, security assessments, incident response, and remediation efforts.
  • Oversee user access management, account provisioning, authentication, privileged access, and system authorization processes.
  • Develop and maintain appropriate policies governing data privacy, data protection, records management, information sharing, and data retention.
  • Ensure the integrity, availability, confidentiality, and appropriate use of program information and data.
  • Provide leadership for system integration, data exchange, interoperability, and technology modernization initiatives.
  • Evaluate emerging technologies and make recommendations regarding technology investments, system enhancements, infrastructure improvements, and modernization initiatives.
  • Develop and manage IT budgets, technology forecasts, resource requirements, and acquisition strategies.
  • Oversee IT vendors, subcontractors, technology partners, and service providers as applicable.
  • Establish and monitor service-level agreements, key performance indicators, and IT performance metrics.
  • Lead multidisciplinary IT teams, including systems administrators, network engineers, cybersecurity personnel, help desk/desktop support staff, application specialists, and other technical personnel.
  • Recruit, develop, mentor, and evaluate IT/IM personnel while establishing clear performance expectations and professional development opportunities.
  • Coordinate with Program Management, Operations, Finance, Human Resources, Government representatives, and other stakeholders to ensure technology supports overall program requirements.
  • Serve as the senior IT/IM point of contact for Government and organizational leadership.
  • Prepare technical briefings, reports, performance assessments, risk analyses, and recommendations for senior leadership and Government stakeholders.
  • Support Government inspections, audits, cybersecurity assessments, program reviews, and contract data calls.
  • Identify operational and technology risks and develop mitigation strategies.
  • Drive continuous improvement, process standardization, automation, and technology efficiencies throughout the program.
  • Perform other duties as assigned in support of program objectives.
