About The Position

The Director is responsible for the leadership, management, administration and overall operations of the Internal Audit Branch. Reporting to the Executive Director of Internal Audit (Chief Audit Executive), this position provides senior strategic leadership for the Internal Audit function, ensuring it delivers independent, risk-based, and value-adding assurance and advisory services to the Edmonton Police Service and the Edmonton Police Commission.

Requirements

  • Completion of a University degree in Business Administration or a related field like finance or accounting.
  • Minimum of 12 years of progressively responsible audit/portfolio management experience and people leadership, a related technical field, operational management, or a combination of those experiences.
  • Certified Internal Auditor (CIA) designation is required.
  • Chartered Professional Accountant (CPA) is required.
  • Thorough knowledge of Global Internal Audit Standards.
  • Working knowledge of several of the following areas: organizational theory, risk analysis, management concepts, finance, economics, and information technology.
  • Exceptional verbal and written communication and interpersonal skills.
  • Ability to encourage cooperation and participation in projects through effective facilitation.
  • Ability to work effectively with all levels within the Edmonton Police Service, Edmonton Police Commission and with external organizations.
  • Able to effectively handle multiple diverse projects with exceptional time management skills.
  • Demonstrate capabilities in morale building and promoting teamwork.

Responsibilities

  • Co-develop the internal audit strategic plan with the Chief Audit Executive.
  • Translate strategic objectives into an actionable multi-year strategic plan.
  • Design and manage the internal audit performance framework, including KPIs and reporting cadences.
  • Monitor and measure progress of strategic objectives ensuring initiatives pivot as required to meet strategic goals.
  • In consultation with the Chief Audit Executive, lead development of a forward-looking, risk-based, value-adding internal audit plan that addresses strategic, financial, operational, compliance and information technology risks.
  • Engage with senior leaders and the Edmonton Police Commission on areas to prioritize in the internal audit plan.
  • Maintain the audit universe for each bureau by working with management to identify emerging risks and changes in strategic or operational priorities to ensure high risk areas are tracked and prioritized in the audit planning cycle.
  • Provide overall monitoring and oversight of audit plan execution, including identifying and resolving delivery risks or capacity challenges.
  • Perform file reviews and quality reviews to ensure audits are well-scoped, evidence-based, and impactful.
  • Preparation and presentation of a variety of reports to senior executive committees and the Edmonton Police Commission.
  • Lead the Quality Assurance and Improvement Program and the continued evolution of the audit methodology.
  • Develop and maintain audit policies, procedures, guidelines, and engagement templates to ensure ongoing compliance to the Global Internal Audit Standards (GIAS).
  • Identify, recommend and drive implementation of improvements in policies, procedures, methodology and auditing techniques.
  • Ultimate oversight of internal audit team, ensuring the internal audit strategic plan and internal audit plan are being delivered effectively demonstrating the value added to the Edmonton Police Service and the Edmonton Police Commission.
  • Lead the internal audit performance framework, reporting, budget oversight, and oversee the organizational whistleblower program.
  • Establish and exemplify the desired culture for the team, holding others accountable to behave consistently with the desired culture.
  • Foster strong working relationships with a wide range of stakeholders (Chief of Police, Chief Officers, Deputy Chiefs, Senior Leadership Group, Edmonton Police Commission).
  • Build collaborative relationships with key internal functions, including Strategy, Policy Management, Finance, Emergency Management, and Enterprise Risk Management.
  • Other related duties as required.
