About The Position

This position provides strategic and operational leadership to the Substation, Protection, and Telecommunications Department. This role involves leading and directing capital construction, maintenance, testing, and repair activities for all substation equipment and telecommunication systems. The position manages all phases of asset lifecycle—from installation and commissioning to ongoing operations and maintenance—while ensuring rigorous compliance with NERC, FERC, and other regulatory standards. Key responsibilities also include overseeing field engineering, general shops, and cranes and rigging activities.

Requirements

  • Bachelor's Degree in Engineering or Science with at least 10 years of relevant work experience
  • Extensive knowledge of transmission and distribution business and understanding of energy industry key issues, including opportunities, threats and trends
  • Experience in construction and project management
  • Prior experience leading a team consisting of represented and non-represented workers
  • Proven ability to lead, mentor, and develop diverse, high-functioning, and integrated teams
  • Experience in developing and implementing long-term and short-term operational and performance improvement plans
  • Ability to make sound decisions and proactively resolve customer issues
  • Strong ability to understand operational and financial data to inform decisions, including budget utilization
  • Excellent written and verbal communication skills; ability to communicate ideas and direction across all management levels and publicly
  • Proficiency in environmental, safety, and regulatory compliance
  • Proven success in the administration of a collective bargaining agreement
  • Demonstrated strategic capability in negotiation and/or providing input on labor relations strategies
  • Valid US Driver's license
  • Compliance with the Department of Energy's regulation 10 CFR 810 is required

Responsibilities

  • Develop and implement strategic objectives. Provide direction and leadership and apply benchmark learnings to focus efforts on achieving company and business unit goals. Monitor, review and provide guidance to meet scorecard metrics around safety, productivity, reliability, customer service, and financial objectives.
  • Lead the region responsible for the testing and repair of substation equipment, and telecommunications equipment for T&D Electric Operations facilities. Includes overall contractor oversight, outage/resource planning, commissioning, start-up and major failure restoration plans. Ensure construction work is executed in-scope, on-time and on-budget.
  • Provide leadership to and development of the responsible functional teams. Provide accurate and timely feedback regarding performance and operations. Conduct performance reviews and identify opportunities for growth and learning for all personnel.
  • Regularly interfaces with key leadership while representing the Inside Plant organization on issues and initiatives related to the assigned functional areas. Interface with key stakeholders including customers (internal and external), local and state government agencies in order to resolve issues that could impact successful execution of the work activities.
  • Organizational Owner to develop/implement day-to-day processes, procedures, Internal Controls (i.e. Preventative, Detective, Corrective), and evidence maintenance for NERC Standards Requirements. Reviews and approvals all assigned compliance activities for submission: responses to all requested submissions to FERC, NERC, NPCC, LIPA, NY State, DHS (i.e. NERC RSAWS, NERC Alerts, Periodic Submittings, Self-Guided Certifications, Requests for Information (RFIs), Self-Reports, Etc.).
