About The Position

The Director of Human Resources provides strategic and operational leadership for the Human Resources Department and is responsible for the overall direction, administration, and execution of all HR functions. This role oversees employment, compensation, labor relations, benefits, training, regulatory compliance, employee relations, and employee services. The Director of Human Resources leads and manages the full HR team, including the Recruitment and Engagement Specialist, Benefits and Compliance Specialist, HR Administrative Assistant, Employee Relations Manager and serves as the organization’s primary authority on human resources strategy, policy, and practice.

Requirements

  • Bachelor's degree from four-year accredited college or university; or at least four years related experience and/or training; or equivalent combination of education and experience.
  • Must have at least 5 years of management experience, preferably in a not-for-profit setting in the field of aging.

Responsibilities

  • Reports directly to and supports the Chief Executive Officer and serves as the organization’s senior human resources leader.
  • Provides leadership and oversight for the entire HR Department, setting priorities, ensuring compliance, and aligning HR strategy with organizational goals.
  • Directs employee relations activities, including coaching, disciplinary actions, and conflict resolution; partners with department leaders, conducts investigations and collaborates with Compliance on investigations as needed.
  • Reviews and approves Personnel Action Forms (PAFs), Corrective Action Forms, performance reviews, and ensures accurate and timely processing.
  • Oversees job analysis and job description development and review.
  • Reviews and approves staffing and recruitment invoices for payment.
  • Directs the development, preparation, and communication of employee compensation and benefits programs, including insurance plans, retirement plans, paid time off, bonus pay, and employer-sponsored activities.
  • Leads and administers Workers’ Compensation and Unemployment programs, including claims review, responses, and management of all related forms, records, documentation, and correspondence.
  • Compiles and provides required monthly and annual employee-related reports for government reporting, audits, and grant proposals, as requested.
  • Serves on the CICOA Safety Committee, reporting on Workers’ Compensation occurrences, trends, and risk mitigation strategies.
  • Receives and processes first injury reports for work-related injuries; completes and submits all required documentation to insurance carriers and Workers’ Compensation providers in a timely manner.
  • Maintains OSHA logs and ensures timely reporting of OSHA-reportable incidents to the Chief Executive Officer.
  • Oversees the preparation, review, and timely filing of Form 5500, participates in the annual 401k audit, and ensures compliance with ERISA and IRS regulations.
  • Responsible for creating, posting, and submitting all annually required OSHA reports.
  • Works with the Chief Executive Officer and legal counsel, as appropriate, to respond to legal matters related to hiring, employment, employee relations, and terminations.
  • Researches, evaluates, and recommends benefit plan changes and HR initiatives to the Chief Executive Officer.
  • Leads and supports agency-wide training initiatives, with an emphasis on supervisory and leadership development.
  • Provides leadership and input into the development, implementation, and maintenance of organizational policies and directives related to equal employment opportunity, compensation, benefits, and workforce practices.
  • Directly supervising all non-leadership roles. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include benefits, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
