About The Position

Imperial Beach Community Clinic (IBCC) is a Federally Qualified Health Center (FQHC) providing comprehensive primary care, pediatrics, women’s health, dental, behavioral health, nutrition, podiatry, substance abuse services, and HIV/STD testing, along with outreach services to all community members, irrespective of their life situations or ability to pay. IBCC is seeking an onsite HR Director to offer advice and problem-solve in Human Resources, covering areas such as Worker's Compensation, Benefits, Recruiting, Employment Contracts and Compensation, Employee Relations, Organizational Development and Training, Occupational Safety, Compliance, Equal Opportunity, Affirmative Action, and the Americans with Disabilities Act.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Knowledge of FQHC, Federal, State, and Local laws and ordinances governing personnel activities.
  • Strong Human Resources background with comprehensive knowledge of payroll, employment practices, benefits, compensation, organizational planning, employee relations, performance management, and staff and leadership development.
  • Experience in the healthcare or nonprofit sector is required.
  • Experience working with unions.
  • Bilingual in English and Spanish.

Nice To Haves

  • Certification in SHRM/PHR and/or Human Resources is preferred.
  • Community Health Setting or Healthcare setting experience (2 years preferred).

Responsibilities

  • Implement, administer, and evaluate human resources programs.
  • Develop systems, processes, and implementation programs for use within departments to assist in efficient management of human resources workflow.
  • Provide advice and counsel management and other employee groups related to compliance with and the communication, interpretation, and implementation of Personnel Policies and other relevant employment laws and regulations.
  • Assist in solving human resources problems, monitoring implementation of agreed upon actions until the problem has been resolved.
  • Assist in the analysis of morale indicators such as but not limited to surveys, turnover, and grievances, and present recommendations for corrective action when needed.
  • Develop and maintain current knowledge in the assigned specialized human resources areas.
  • May be assigned as team leader to special task forces or teams.
  • Provide direction and/or guidance to less experienced human resources personnel.
  • Provide training to managers and others on human resources.
  • Recruit, select, and retain highly qualified professionals.
  • Ensure the best sourcing, recruiting, and onboarding processes to effectively hire and assimilate new talent into the organization.
  • Partner with senior leadership to monitor and further define Imperial Beach Community Clinic culture, focused on promoting an empowered and engaged workforce, delivering results, and fostering positive staff morale.
  • Ensure the selection, orientation, development, training, and retention of teammates who possess the necessary level of skill, talent, and fit to Imperial Beach Community Clinic.
  • Assures that performance expectations are clearly communicated and understood, that performance evaluations are timely, fair, and consistent, and that performance deficiencies are addressed in a timely, fair, and progressive manner that leads to improvement.
  • Ensure that compensation policies and benefit programs are in place to attract, engage, and retain key talent, and are in alignment with the organization’s mission, vision, and values.
  • Working alongside with CEO/CFO, continually reviews and improves compensation and benefits practices and programs while effectively managing costs and compliance.
  • All agency staff are required to attend all mandatory department/agency meetings and trainings.
  • Make weekly rounds of two health care centers showing a Human Resources presence.
  • Oversee and understand payroll and benefit operations using payroll software.
  • Contribute to the success of the organization by participating in quality improvement activities.
  • Respond promptly and with caring actions to patients and employees. Acknowledge psychosocial, spiritual, and cultural beliefs and honor these beliefs.
  • Maintain professional working relationships with all levels of staff, clients and the public.
  • Be part of a team and cooperate in accomplishing department goals and objectives.
  • Maintain current knowledge of policies and procedures as they relate to safe work practices.
  • Follow all safety procedures and report unsafe conditions.
  • Use appropriate body mechanics to ensure an injury free environment.
  • Be familiar with location of nearest fire extinguisher and emergency.
