About The Position

Manages the Brazos County Health District (BCHD), including the Community Health, Environmental Health, Health Promotion, Laboratory, and Public Health Emergency Preparedness (PHEP) divisions. Reviews and provides input on BCHD and division policies and procedures and goals and objectives, and ensures staff compliance with policies and procedures. Oversees fiscal aspects of the BCHD, including preparing annual budget and performing collaborative work with outside auditors/accountants. Oversees preparation of all fiscal reports and grant activity, and reviews and authorizes fiscal expenditures, ensuring contract compliance. Conducts supervisor (division director) meetings and coordinates training opportunities for supervisors and staff. Receives and responds to all district’s administrative mail/correspondence, and performs various administrative duties. Completes reports, projects, surveys, grants, etc., that are not required of a division, but which are needed. Compiles and produces statistical reports, and prepares agenda items for the Brazos County Board of Health. Represents BCHD at various agency gatherings, advisory boards, associations, meetings, etc. Responds to and arbitrates conflicts and complaints among internal staff, citizens, and patients. Complies with policies and procedures delineated in the current “Employee Handbook and Personnel Policies of Brazos County, Texas” and department supplements. Supervises BCHD division manager and the Health Management Coordinator, including assigning and reviewing work, conducting performance evaluations, and recommending and executing personnel actions.

Requirements

  • Master’s degree in Public Health or Health Care Administration required
  • MD or PhD in relevant field preferred
  • Ten years of personnel management
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities
  • Knowledge of Supervisory techniques
  • Knowledge of budgetary techniques
  • Knowledge of public health general administration
  • Knowledge of personnel policies and procedures
  • Knowledge of standard office practices
  • Knowledge of basic fiscal management
  • Ability to supervise, train, motivate, and evaluate the performance of employees
  • Ability to establish and maintain effective working relationships with county employees, city employees, representative of federal, state, and local agencies, and the general public
  • Ability to communicate effectively, both orally and in writing
  • Ability to operate standard word processing and spreadsheet software
  • Ability to read, interpret, and develop standard policies and procedures
  • Ability to review and interpret statistical data
  • Valid Texas Driver’s License and dependable vehicle
