About The Position

Manages the Brazos County Health District (BCHD), including the Community Health, Environmental Health, Health Promotion, Laboratory, and Public Health Emergency Preparedness (PHEP) divisions. This role involves reviewing and providing input on BCHD policies, procedures, goals, and objectives, ensuring staff compliance. The Director oversees fiscal aspects, including budget preparation and fiscal report generation, and authorizes expenditures. They conduct supervisor meetings, coordinate training, and manage administrative duties. The position also involves completing various reports, compiling statistical data, representing BCHD at external gatherings, and arbitrating internal and external conflicts. Compliance with county personnel policies is required.

Requirements

Master’s degree in Public Health or Health Care Administration required.
Ten years of personnel management.
Valid Texas Driver’s License and dependable vehicle.
Ability to supervise, train, motivate, and evaluate the performance of employees.
Ability to establish and maintain effective working relationships with county employees, city employees, representative of federal, state, and local agencies, and the general public.
Ability to communicate effectively, both orally and in writing.
Ability to operate standard word processing and spreadsheet software.
Ability to read, interpret, and develop standard policies and procedures.
Ability to review and interpret statistical data.

Nice To Haves

MD or PhD in relevant field preferred.
Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

Responsibilities

Manages the Brazos County Health District (BCHD), including the Community Health, Environmental Health, Health Promotion, Laboratory, and Public Health Emergency Preparedness (PHEP) divisions.
Reviews and provides input on BCHD and division policies and procedures and goals and objectives, and ensures staff compliance with policies and procedures.
Oversees fiscal aspects of the BCHD, including preparing annual budget and performing collaborative work with the outside auditors/accountants.
Oversees preparation of all fiscal reports and grant activity, and reviews and authorizes fiscal expenditures, ensuring contract compliance.
Conducts supervisor (division director) meetings and coordinates training opportunities for supervisors and staff.
Receives and responds to all district’s’ administrative mail/correspondence, and performs various administrative duties.
Completes reports, projects, surveys, grants, etc., that are not required of a division, but which are needed.
Compiles and produces statistical reports, and prepares agenda items for the Brazos County Board of Health.
Represents BCHD at various agency gatherings, advisory boards, associations, meetings, etc.
Responds to and arbitrates conflicts and complaints among internal staff, citizens, and patients.
Complies with policies and procedures delineated in the current “Employee Handbook and Personnel Policies of Brazos County, Texas” and department supplements.
