About The Position

PayPal Bank is seeking a Director, Head of Core Banking Technology Platforms, to lead the strategy, architecture, implementation, and operation of platforms supporting deposits, lending, payment gateway services, and Federal Reserve master-account connectivity. The deposit platform will be built on a modern, cloud-native core, while lending will leverage and evolve existing in-house capabilities. The role will also lead payment gateway implementation and related Federal Reserve payment services. The leader will unify these capabilities through composable APIs and event-driven architecture, integrating with PayPal’s identity, fraud, credit, payments, finance, treasury, compliance, data, servicing, and customer-experience platforms. This highly visible role requires deep banking and payments expertise, strong architectural judgment, and experience delivering secure, resilient, regulated infrastructure at scale.

Requirements

  • 10+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.
  • 2 years of experience leading others
  • 12+ years of software engineering or technology-platform experience, including significant leadership responsibility.
  • 7+ years leading engineering teams responsible for banking, payments, or other highly regulated platforms.
  • Demonstrated experience implementing, modernizing, or operating core banking platforms spanning deposits, lending, or payments.
  • Deep understanding of deposit accounts, loan systems, transaction posting, interest processing, payment clearing and settlement, reconciliation, and general-ledger integration.
  • Experience implementing payment gateways or direct bank connectivity to ACH, wire, or instant-payment networks.
  • Experience building enterprise API platforms and event-driven distributed systems.
  • Strong understanding of ledger design, double-entry accounting, financial controls, and data lineage.
  • Experience integrating banking platforms with identity, fraud, credit decisioning, payments, finance, treasury, compliance, data, and servicing systems.
  • Proven ability to deliver highly available, secure, auditable platforms at significant transaction scale.
  • Experience managing critical technology vendors and holding them accountable for delivery, reliability, and contractual service levels.
  • Strong record of recruiting and leading senior engineers, architects, engineering managers, and platform teams.
  • Ability to communicate complex technical and operational issues clearly to executives, business partners, auditors, and regulators.

Nice To Haves

  • Experience launching a de novo bank, digital bank, or new banking platform.
  • Experience with modern, cloud-native, product-configurable banking cores.
  • Knowledge of FBO, custodial, and omnibus deposit structures and related recordkeeping requirements.
  • Familiarity with FDIC-insured deposit operations, pass-through deposit insurance, and brokered-deposit considerations.
  • Experience supporting interest-bearing consumer accounts and configurable interest-rate products.
  • Familiarity with banking regulations, technology-risk management, cybersecurity, model governance, and financial-crime controls.
  • Experience integrating separate deposit and lending cores through a shared API, event, and accounting architecture.
  • Experience implementing Federal Reserve master-account connectivity or integrating with Federal Reserve payment services, including FedACH, Fedwire Funds Service, or FedNow Service.
  • Experience operating banking platforms across public-cloud and hybrid-cloud environments.
  • Bachelor's or advanced degree in computer science, engineering, or a related discipline, or equivalent professional experience.

Responsibilities

  • Directs and controls the delivery of business and technical outcomes that comprise multiple projects and operational activities within a domain through organizational and technical leadership
  • Defines engineering health objectives that drive organization health, engineering best practices and operational targets
  • Drives product and technical strategy with cross-functional leaders across the enterprise to deliver Domain goals
  • Responsible for the delivery of programs, establishing annual organizational goals and ensuring performance and results that impact both their domain and potentially enterprise
  • Develops engineering strategy that translates into operational and tactical plans; uses ground-breaking methods to think beyond existing solutions
  • Sets the tri-annual roadmap for a domain level organization. Defines the operational strategy for a domain based on a defined budget
  • Evaluates key business challenges and can complete complex, ambiguous initiatives having impact across engineering; directs the development of new or innovative solutions. Ability to deal with high levels of technical domain level ambiguity.
  • Collaborates with direct team, managers in org, stakeholders, managers in other orgs, external partners and business stakeholders
