About The Position

Oversees development and execution of government affairs strategies and activities to promote and enhance CVG’s legislative, regulatory and business objectives. Serves as the primary contact to local elected officials at the County, State and Federal level primarily in Ohio, Kentucky, Indiana, and Washington D.C. Requirement to be available and work for after-hours activities, including on-site and off-site events and emergencies, and to be on call for all related functional areas on a regular basis. Travels domestically and internationally as required.

Requirements

  • Bachelor’s degree, related field to the area of assignment.
  • 10 years of direct experience.
  • Maintain Security Identification Display Area (SIDA) clearance
  • Valid driver’s license
  • Ability to obtain or maintain an active U.S. Passport or equivalent
  • Obtain/maintain position appropriate NIMS & emergency training
  • Maintains any applicable registrations and security clearance to conduct formal lobbying activities (if required)
  • Certified Member (C.M.) issued by the American Association of Airport Executives (AAAE) or the ability to obtain within two years of employment.
  • Ability to obtain and maintain position appropriate Federal security clearance
  • Demonstrated knowledge of principles and practices of public policy development and execution, community relations, and communications.
  • Demonstrated knowledge of legislative advocacy principles and practices; ethical guidelines related thereto.
  • Demonstrated knowledge of local, state and federal government agencies having jurisdiction or regular involvement in CVG activities.
  • Demonstrated knowledge of local, state and federal regulatory processes that involve CVG activities.
  • Demonstrated knowledge of policies, practices and techniques of general management and administration; supervisory techniques.
  • Demonstrated knowledge of principles and experience in the practices and techniques of senior organizational leadership and management to supervise and develop staff.
  • Demonstrated knowledge of fiscal management and budgeting.
  • Demonstrated knowledge of airport and airline operations and business practices.
  • Demonstrated skill in planning, organizing, staffing, directing, coordinating, reporting and budgeting commensurate with a senior manager role.
  • Demonstrated skill in leading a cross-functional team effectively in a fast-paced environment.

Responsibilities

  • Tracks legislation at all levels of government, cultivating relationships with local elected officials and key members of their senior staff in addition to proactively pursuing a legislative, regulatory and business agenda.
  • Oversees and executes research studies and uses other analytical tools to determine effectiveness of government affairs activities.
  • Summarizes complex legislation for CVG CEO and executive management.
  • Coordinates with CVG legal staff on writing legislation or regulatory changes.
  • Manages contract lobbyists.
  • Conceives, gains approval for and supervises execution of legislative advocacy plans either directly or through contracted services.
  • Manage an ongoing process through which CVG identifies short, medium and long-term legislative, regulatory and business goals and objectives.
  • Manage the assessment of challenges and progress towards achievement of identified goals and objectives, including the development of a system to identify, assess and report key performance measures for both internal and external use.
  • Maintains awareness of political, legislative or regulatory issues of a high-impact or sensitive nature, critical needs and areas of special concern or urgent/vital interest to CVG and organizations/entities with whom it is aligned.
  • Responsible for all contract management activities as documented in CVG’s Policy 1014, Contract Management, as the subject matter expert responsible for all key aspects of contract management ensuring the airport authority’s interests are represented in any business activities regarding agreements. Prepares RFPs, bid specifications, and negotiates contracts. Manages contract compliance and resolves issues.
  • Establishes and maintains relationships with airport stakeholders, including airport industry partners, key members of the community, Federal and State officials, and international strategic partners.
  • Assists with identifying grant programs and writing grant applications and coordinating with the grant-making agencies of jurisdiction.
  • Attends conferences and related meetings inside and outside of the immediate area.
  • Develops and implements the departmental budget.
  • May serve as a back-up corporate spokesperson for CVG and may participate as a member of CVG’s crisis communications team.
  • Performs other duties of a similar nature and level as assigned.
