About The Position

Leads the development and execution of new generation resources and major capital projects from planning through commercial operation. Oversees cross-functional teams, project budgets, schedules, risk management, and stakeholder coordination to ensure projects are delivered safely, reliably, cost-effectively, and in alignment with Company resource planning and growth objectives. Under the general direction of the Vice President of System Planning and Construction, provides leadership and overall accountability for the development, planning, execution, and reporting of new generation resources and related major capital projects. Responsible for advancing generation projects from strategic planning, siting, permitting, engineering, procurement, construction, start-up, and commercial readiness, including fossil fuel generation projects and, as applicable, renewable energy and battery energy storage system projects. Leads cross-functional teams and coordinates internal and external resources, consultants, contractors, and utility stakeholders to achieve project objectives. Directs project budgeting, activity-based estimating, cost control, scheduling, risk management, and status reporting. Applies advanced knowledge of electric utility systems, power plant equipment, construction practices, regulatory requirements, and project management principles to ensure projects are developed and executed safely, reliably, cost-effectively, and in alignment with Company growth and resource planning objectives.

Requirements

  • Bachelor’s degree in Engineering, Finance or other related field, or an equivalent combination of training and experience.
  • 10 years or more of experience.
  • Experience in the development and management of large capital projects of new fossil fuel power plants.
  • Comprehensive understanding of basic mechanical and electrical power plant systems and related construction practices and terminology’s.
  • Experience leading projects from siting, permitting and development.
  • Demonstrated technical understanding of electric utility system principles and practices, operations, and applicable rules and regulations.
  • Must be proficient in the use of several software applications, including spreadsheets, word processing, scheduling and presentation packages.
  • Thorough knowledge of activity based estimating, costing and reporting is required.
  • Proven Leadership skills as evidenced by successful execution of planned outages or special projects.
  • Ability to develop and analyze comprehensive strategic and growth plans.
  • Ability to effectively manage several tasks at the same time.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain good working relationships with officers, managers, fellow employees, representatives of other utilities, outside consultants and the public.
  • Demonstrated ability to lead cross-functional teams, manage stakeholder relationships, drive project execution, and influence decision-making in a complex utility environment.
  • Ability to maintain a strong sense of propriety concerning confidential matters.
  • Must possess a valid driver’s license.

Nice To Haves

  • Experience in fossil power plant operations, maintenance or engineering is desirable.
  • Experience with renewable (solar, wind, BESS) projects also desirable.
  • Experience in EPE standard packages preferred (Currently Microsoft Applications).

Responsibilities

  • Reviews and oversees the design, construction, installation, commissioning, and start-up of power systems facilities and equipment.
  • Supports the development and review of engineering drawings, specifications, project plans, and cost estimates for equipment, materials, and labor associated with generation projects.
  • Participates in the development, evaluation, and negotiation of Engineering, Procurement, and Construction (EPC) contracts for new generation facilities.
  • Coordinates project activities among Company personnel, contractors, consultants, vendors, and regulatory agencies to ensure successful project execution.
  • Performs and oversees Quality Assurance/Quality Control (QA/QC) activities to ensure compliance with engineering standards, operational requirements, maintenance practices, and safety regulations.
  • Manages project-related purchase requisitions, work orders, time sheets, contractor activities, and cost controls to ensure adherence to approved budgets and schedules.
  • Leads the execution, monitoring, and reporting of major power generation capital and construction projects.
  • Develops and implements project planning, outage, and construction management processes to ensure projects are completed safely, on schedule, and within budget.
  • Prepares and presents project status reports, performance metrics, and recommendations to management and other internal and external stakeholders.
  • Provides leadership, technical guidance, and project management support throughout all phases of project execution.
  • Coordinates subcontractor and EPE activities to ensure the efficient, safe, and cost-effective completion of project work.
  • Directs and coordinates internal and external resources to achieve generation, reliability, and project performance objectives.
  • Develops, coordinates, and maintains short- and long-term plans and schedules for power generation assets and capital projects.
  • Ensures compliance with all applicable Company policies, procedures, ethical standards, and federal, state, and local laws and regulations, including safety, environmental, and employment requirements.
