About The Position

Reporting to the Executive Director, Finance, Procurement and Facilities, the Director, Fleet, Facilities, Procurement and Asset Management provides enterprise wide leadership and governance over ASPS fleet operations, facilities management, procurement, contract administration, and organizational asset management. The role is accountable for establishing integrated frameworks that ensure fleet, facilities, goods, services, and contractual arrangements are planned, acquired, managed, and sustained in a transparent, compliant, cost effective, and operationally responsive manner. The Director plays a critical role in aligning asset and procurement strategies with policing operational requirements, financial stewardship expectations, and long term sustainability. The role will oversee the Manager, Procurement and the Manager, Fleet and Asset Management, and directs third party service providers as applicable.

Requirements

  • A bachelor's degree in Business Administration, Supply Chain Management, Public Administration, Facilities Management, Fleet Management or other closely related fields, plus Seven (7) years of leadership experience in complex, multi-stakeholder environments, including oversight of enterprise functions such as procurement, facilities, fleet, asset management or comparable operational portfolios.
  • Senior leadership experience in one or more operational support functions (procurement, facilities, fleet, asset, or inventory management).
  • Demonstrated accountability for budget development, capital planning, and financial stewardship in a complex organization.
  • Proven experience leading organizational transition or function establishment, including building or integrating enterprise processes, governance, and service delivery models.
  • Valid Class 5 Alberta Driver's License or equivalent is required

  • Experience supporting law enforcement, emergency services, or similarly operationally intensive environments.
  • Experience working in a large, complex public-sector or unionized organization (e.g., Crown agency, municipality, healthcare, postsecondary).
  • Demonstrated experience bringing structure, clarity, and discipline to organizations or functions undergoing significant change.

Responsibilities

  • Provide strategic leadership and governance for ASPS fleet, facilities, procurement, contract management, and asset management functions.
  • Establish integrated enterprise frameworks linking procurement, contracts, fleet lifecycle planning, and facilities operations.
  • Lead the transition from shared Government of Alberta services to independent Crown corporation fleet, facilities, and procurement operations.
  • Develop and oversee procurement and contract management strategies aligned with legislation, trade agreements, and Crown corporation governance requirements.
  • Direct fleet strategy, lifecycle planning, deployment, and asset optimization to support 24/7 policing operations.
  • Oversee facilities strategy, service delivery models, compliance, and long-term accommodation and capacity planning.
  • Establish and manage strategic vendor, contractor, and service provider relationships, including performance and risk management.
  • Ensure strong financial stewardship through oversight of operating and capital budgets, total cost of ownership analysis, and long-range asset planning.
