About The Position

The Ministry of Primary and Preventative Health Services is dedicated to building a more resilient and sustainable healthcare system that can provide Albertans with timely care, address system-wide health challenges, improve health outcomes, and maintain fiscal responsibility. The ministry focuses on protecting public health, promoting wellness, coordinating health services, planning for health system infrastructure, supporting health information technology, regulating healthcare, and funding the health system. Reporting to the Executive Director, the Director, Financial Policy, Operations, Grants & Contracts provides strategic leadership and oversight for ministry-wide financial policy and operations, procurement, contract management, grant administration, and related governance functions. The Director acts as a trusted advisor to executive leadership on complex financial, contractual, procurement, and grant-related matters. This role is responsible for developing and maintaining effective governance, accountability, and oversight frameworks that align with ministry priorities while ensuring compliance with legislative, policy, and regulatory requirements.

Requirements

  • University graduation in Business, Public Administration, Commerce, Finance, Accounting, Law, Supply Chain Management, Economics, or a related discipline supplemented by 7 years of experience.
  • Related experience or education may be considered as an equivalency on a one for one basis.

Nice To Haves

  • Professional designations such as SCMP, CPA, PMP, or a related professional credential.
  • Experience within the Government of Alberta or broader public sector environment.
  • Comprehensive knowledge of government procurement, contract management and grant administration practices.
  • Knowledge of Government of Alberta legislation, Treasury Board directives, trade agreements, governance frameworks and accountability requirements.
  • Experience leading contract review, procurement governance, risk management or compliance functions.
  • Experience managing complex stakeholder issues in politically sensitive environments.
  • Experience supporting executive committees, governance bodies or senior leadership teams.
  • Experience with Government of Alberta systems and tools related to procurement, grants, contracts or financial operations.

Responsibilities

  • Providing strategic leadership and direction for ministry-wide procurement, contracting, grant administration and financial policy functions.
  • Developing, implementing, and evaluating policies, procedures, guidelines, and governance frameworks that strengthen accountability, transparency and stewardship.
  • Providing expert advice and recommendations to executive leadership on complex procurement, contracting, grant, financial policy and operational issues.
  • Leading ministry-wide oversight of grant and contract management practices to ensure compliance with legislation, policy, trade agreements and government directives.
  • Providing strategic leadership and oversight for the Ministry's Contract Review Committee and related governance processes.
  • Identifying emerging organizational, financial, contractual, and reputational risks and developing mitigation strategies for senior leadership consideration.
  • Building strong relationships with Treasury Board and Finance, Legal Services, Service Alberta, program areas and external stakeholders to support ministry objectives.
  • Leading continuous improvement initiatives that enhance operational effectiveness, accountability, risk management and service delivery.
  • Supporting executive decision-making through analysis, briefing materials, recommendations and strategic advice.
  • Leading, mentoring and developing a high-performing team while fostering a culture of innovation, collaboration, accountability and continuous improvement.
