The Director of Finance and Accounting provides strategic management of the Finance and Accounting Department functions. This role is responsible for establishing and overseeing financial policies, procedures, and internal controls to ensure accurate and reliable financial reporting in compliance with Generally Accepted Accounting Principles (GAAP) and Federal Regulations. Strong leadership, communication, and presentation skills are essential for this position.

Requirements

  • 10+ years of relevant experience with increasing experience in team management.
  • Bachelor of Science Degree in Accounting or Finance.
  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA) required.
  • Strong leadership, communication and presentation skills required.
  • Knowledge in government contract and project accounting.
  • Proficiency in ERP systems and advanced Excel modeling skills.
  • Knowledge of the field’s concepts and principles.
  • Effective communication skills, both written and verbal.

Nice To Haves

  • Masters degree preferred.

Responsibilities

  • Manage the financial reporting process, including monthly and annual financial statements, financial forecasts, annual budgets, cash flow forecasts, and other analytical data.
  • Oversee external relationships with auditors for financial and federal audits, agreed-upon procedures, and tax returns (Form 990).
  • Ensure completion of Incurred Cost Submissions, Surveys, and other required external reporting.
  • Ensure compliance and risk management with GAAP, tax regulations, FAR, and UGG where applicable.
  • Create and update Fraunhofer USA financial templates for consistent data gathering across all locations.
  • Advise Center Directors and Fraunhofer USA Management on financial matters.
  • Provide financial information as requested.
  • Manage the Accounting team, reorganizing roles and responsibilities to promote efficiency, ensure data reliability, and provide for succession planning.
  • Enhance communication within the team and ensure they have the necessary information, tools, and capabilities.
  • Monitor and improve employee performance expectations.
  • Manage Fraunhofer USA cash flow requirements to ensure sufficient liquidity.
  • Develop annual operating plans, manage forecasting, and track performance against strategic goals.
  • Maintain banking and auditor relationships.
  • Implement controls to protect cash assets.
  • Prepare, review, and present financial information to the Fraunhofer USA Board of Directors and Management at various meetings.
  • Collaborate with FhG personnel on financial matters to maintain transparency and accountability.
  • Participate as a corporate fiduciary in quarterly reviews of the corporate pension plan.
  • Participate in the annual renewal of employee insurance benefits, analyze options, and recommend paths forward.
  • Oversee and manage the implementation and upgrades of the corporate ERP system (Deltek Costpoint).
  • Internally audit ERP system processes for compliance with Fraunhofer Rules of Procedure and Uniform Grant Guidance.
  • Create and present allocation methods and components for FhG Base Funding, Indirect Rates, and Internal Service Fees.
  • Participate in the annual renewal of corporate business insurance.
  • Represent Fraunhofer USA as needed.
