About The Position

This regional leadership role invites your expertise. The Director, Facilities provides leadership, oversight, and strategic direction for Facility Engineering, Safety, and Security functions across Providence Health & Services ministries in the Oregon Region, including Providence Hood River, Medford, Milwaukie, Newberg, Portland, Seaside, St. Vincent, and Willamette Falls hospitals. This role ensures that Oregon Region Facility Engineering and Safety departments implement PH&S standardized processes, deliver high-quality services in a consistent and uniform manner, and operate in full compliance with all applicable regulatory, accreditation, and safety standards. The Director balances system, regional, and local initiatives while addressing the unique needs of individual ministries and communities. Key challenges include reducing operational expenses while improving service and compliance, managing energy and utility costs, maintaining a diverse workforce, and navigating a complex, matrixed management environment in a rapidly evolving healthcare landscape.

Requirements

  • Bachelor’s Degree in Industrial or Mechanical Engineering, Architecture, or a related field; or equivalent combination of education and experience.
  • Journeyman plant operations engineer with 10+ years of senior leadership experience in plant operations, maintenance, and safety programs across multi-campus facilities
  • Minimum of 7 years of healthcare industry experience, including: Utility and energy management program development, Union contract negotiation and administration, Construction project development and oversight, Staff supervision in complex environments
  • Expert knowledge of federal, state, and local codes and regulations, including OSHA, DEQ, ODOT
  • Strong expertise in Joint Commission, CMS Conditions of Participation, and Life Safety requirements
  • Technical knowledge of building systems, mechanical and electrical equipment, fire protection, alarms, and controls
  • Knowledge of CDC and ASHRAE standards related to infection-risk mitigation
  • Proficiency with computerized maintenance management systems and standard business software
  • Valid driver’s license and ability to meet all applicable state driving requirements (as applicable)

Responsibilities

  • Provide leadership, strategic direction, and operational oversight for Oregon Region Plant Operations and Maintenance, Facility Services, Grounds Maintenance, and Safety functions.
  • Inform and educate facility and safety leaders on system-wide vision, standards, and performance goals.
  • Build and sustain trusted relationships with facility managers, safety leaders, and senior executives through effective communication and timely issue resolution.
  • Support the free exchange of ideas, information, and best practices across ministries.
  • Maintain current knowledge of regulatory requirements and accreditation standards, ensuring compliance with Joint Commission and CMS Conditions of Participation.
  • Assess Life Safety Code compliance and manage remediation of deficiencies.
  • Serve as the Oregon Region Fire Marshal, enforcing fire and life safety codes and ensuring reliability of fire and life safety systems across hospital campuses.
  • Intervene when environmental conditions pose immediate threats to life, health, equipment, or facilities.
  • Direct emergency response planning for facility engineering and safety departments and respond in person to emergency incidents when required.
  • Lead facility and safety operational improvement initiatives, incorporating emerging facility and information-management technologies.
  • Evaluate organizational structures and workflows and implement improvements to enhance quality, service, and cost efficiency.
  • Share innovative practices and process improvements with the PH&S Facility Engineering Council.
  • Ensure purchasing strategies and service contracts align with system sourcing standards and goals.
  • Direct development and oversight of operational expense and capital budgets for Oregon Region facilities and safety programs.
  • Lead long-term capital planning and facility re-investment programs.
  • Direct group purchasing processes for service contracts in alignment with PH&S standards.
  • Lead the Oregon Region Energy Management Program in collaboration with the System Office to manage utility and energy costs.
  • Manage and support Oregon Region facility managers and Building Systems Engineers, including hiring, performance management, coaching, discipline, training, and advancement.
  • Oversee standardized training and education programs to maintain facility engineering staff competency.
  • Direct negotiations and support administration of union agreements with Operating Engineers where applicable.
  • Participate actively in Oregon Region committees and councils.
  • Partner with community organizations and trade associations to support workforce diversity reflective of local communities.
  • Develop and deliver presentations on regulatory compliance, system initiatives, performance metrics, and regional projects to a variety of audiences.
  • Support Oregon Region Safety Managers through resource development, training, and professional advancement.
  • Support uniform Safety, Hazardous Materials, and Waste Management programs in compliance with federal and state regulations.
  • Collaborate with PH&S Employee Health Services to reduce employee injuries and support safe return-to-work practices.
