Requirements

  • Must know what a ILSM and ICRA are.
  • Ability to read a blueprint and know what a MEP stand for in the blueprint.
  • Excellent analytical, verbal, and written communication skills.
  • Ability to communicate to all levels of clinical and senior leadership.
  • Proficient in Microsoft Word, Excel, Project.
  • Ability to operate computerized building management systems such as building automation system and Computer Maintenance Management System (CMMS) systems.
  • Thorough understanding of healthcare compliance regulations as related to facilities operations, The Joint Commission, PA Department of Health, FGI guidelines for Healthcare Facilities, NFPA and local/city regulations and codes.
  • Solid business and personnel management ability.
  • Bachelors degree required; preferred in Engineering, Business Administration, Architecture, or related field with 8 years progressive experience in a healthcare / life science Engineering and Maintenance Department with working knowledge of construction, engineering and financial systems and 3 years in a direct management of engineering / maintenance team.
  • OR Associates Degree in Engineering, Business Administration, Architecture, or related field Or Certification from accredited trade school with 10 years progressive experience in a healthcare Engineering and Maintenance Department with working knowledge of construction, engineering and financial systems. 5 years in a direct management of engineering / maintenance team.
  • Driver's License
  • Act 34 with renewal

Responsibilities

  • Carry out the systems operating goals and objectives administering all programs within the System meeting standards set forth by The Joint Commission (TJC), federal codes, state codes and city codes.
  • Establish and maintain departmental organization through the development of a sound organizational structure, policies, and procedures for operational standards, safety, training, energy management, information systems, working standards, etc.
  • Responsible for all personnel reporting to or through the designees, including the development of proper and timely performance appraisals, the establishment of annual review and job descriptions, and the establishment of a training and educational program including monthly in-services to meet TJC and departmental needs, as well as craft in-services on specific hospital equipment as required for the proper performance of all craftsmen and staff.
  • Directly responsible for the timely and accurate development of annual capital and operating budgets.
  • Directly responsible for the timely development and implementation of an operating plan for FEM to include energy management, product and service acquisition and organizational redesign and structure.
  • Directly responsible for establishing a plan for the maintenance and operations of all hospital and designated healthcare facilities. This shall include, but not be limited to, systemwide preventive maintenance programs, all powerhouse operations, all grounds maintenance, the repair of all facilities, as well as the management of in-house maintenance staff and responsibility for minor renovations or equipment replacement.
  • Directly responsible for the management of all FEM information systems as required to meet TJC, etc. This is to include, but not be limited to, computerized management and maintenance systems, building automated control systems, material management systems and financial systems.
  • Develop and maintain an organizational structure appropriate to achieve the organizational objectives of the corporate system FEM.
  • Achieve economic and efficient operations consistent with UPMC system mission, goals and objectives maintaining the principles of cost containment.
  • Maintains UPMC Hospitals comprehensive preventive maintenance program to ensure it provides reliable and economical operations and promotes patient, employee safety while complying with all standards.
  • Provides project management services, as needed in collaboration with corporate construction team to ensure that internal projects are within budget and completed in a timely manner avoiding unnecessary delays while providing a safe operation of the existing facility.
  • Plans, organizes, and implements successful conservation program in the best interest of employees, patient welfare, minimizing waste wherever possible through the efficient use of utilities, equipment, etc.
