About The Position

We have an exciting opportunity for a Director, EOPS/CARE and Support Programs located at our campus in San Jacinto, CA. Under the general direction of the assigned administrator, responsible for the planning, development, administration, and leadership for a group of student success programs including the Extended Opportunity Programs and Services (EOPS), Cooperative Agencies Resources for Education (CARE), and related programs for the District. This is an administrative position, exempt from overtime provisions of the Fair Labor Standards Act, with responsibility for formulation and recommendation of district policies, regulations and budget decisions related to the area of responsibility. Initial placement on the salary schedule will be commensurate with education and experience, along with a cell phone allowance stipend. Educational administrators serve under contract and make contributions toward STRS (a retirement plan). Benefit package includes comprehensive medical, dental and vision plans, life insurance, sick leave, and 22 days of vacation per year. While this current vacancy is expected at the Menifee Valley Campus, Administrators serve districtwide and may be assigned to the San Jacinto Campus, the Menifee Valley Campus, the Temecula Valley Campus or any District facility. Additional openings that become available prior to the end of the hiring process may also be filled from the qualified applicants.

Requirements

A Master's degree from an accredited institution in counseling, psychology, social work, career development or related field; (attach transcripts)
A minimum six (6) units of college-level coursework predominantly related to ethnic minorities or persons handicapped by educational, language, or social disadvantage (attach transcripts);
One (1) year of formal training, internship, or leadership experience reasonably related to the administrator assignment;
Two (2) years of experience (within the last four years): In management or administration of educational programs, community organizations, government programs, or private industry dealing predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages; OR As a community college EOPS/CARE counselor or EOPS/CARE instructor, or have comparable experience in working with disadvantaged clientele.

Responsibilities

Plan, manage, direct, and provide leadership for the day-to-day activities for all components of EOPS, CARE, and related programs; identify program enhancements and evaluate the effectiveness of current programs; prepare and submit annual program reviews; develop, implement, and evaluate department plans, work processes, systems and procedures to achieve program goals and objectives; recommend and implement policies and procedures; prepare guidelines and manuals for programs supervised.
Maintain compliance with state and federal regulations, and District policies and procedures regarding the administration of EOPS, CARE, and assigned student support programs; ensure the program's funding and fiscal matters are handled in accordance with District policies and regulations, as well as appropriate state and federal laws and regulations.
Develop, recommend, and monitor budgets for assigned areas; coordinate efforts to seek outside funding for assigned programs; develop financial projections as required; maintain fiscal controls.
Acquire and preserve necessary resources to support departmental functions; manage area facilities, equipment and maintenance.
Coordinate data collection and analysis in support of the District's program planning and review process; compile student data and statistics; generate year-end reports.
Supervise, direct, train and evaluate assigned faculty and classified professionals; provide technical direction and guidance; recommend personnel actions; determine staffing levels and allocate staff time; develop appropriate training programs.
Ensure accurate data collection and reporting for Management Information Systems (MIS) requirements related to EOPS, CARE, and assigned programs.
Serve as district liaison with internal departments and external agencies; coordinate the assigned student support programs with other district programs; participate in local, regional, and state activities to promote programs; attend, represent, and participate in districtwide, local, State, and national level committees, groups, conferences, advisory boards, and professional organizations to develop effective programs and services.
Plan, develop, and implement program elements including recruitment strategies, outreach, student eligibility, financial assistance, instructional and social activities; provides technical expertise and information to students, personnel, and administrators regarding programs and services; identifies technology and online educational initiatives to support students and faculty.
Survey and identify special materials needed by students; survey and identify needs of students who are disadvantaged by language, social, and economic handicaps; assess, plan, and develop innovative strategies to ensure student success; assist in developing strategies for student interventions.
Perform other related duties as assigned.
