About The Position

Under administrative direction, provides leadership and oversight for the District’s employee relations, Equal Employment Opportunity (EEO), diversity, nondiscrimination, and harassment prevention programs; ensures compliance with applicable federal and state laws, administrative regulations, and District policies and procedures related to employment, equal opportunity, unlawful discrimination, sexual harassment, and workplace investigations.

Requirements

  • Bachelor’s degree from an accredited college or university
  • Five (5) years of progressively responsible professional experience in employee relations, labor relations, equal employment opportunity, human resources, or a closely related field
  • Some experience managing workplace investigations, conflict resolution, and employee relations.
  • Evidence of sensitivity to and understanding of the diverse academic, socioeconomic, gender, cultural, disability, and ethnic backgrounds of community college students and employees, as required by California Education Code Section 87360(a).

  • Experience administering employee accommodation programs and coordinating the interactive process under the ADA and related laws.

Responsibilities

  • Conduct and oversee investigations involving allegations of unlawful discrimination, harassment, retaliation, misconduct, and other employee relations matters.
  • Receive and assess complaints; determine jurisdiction, merit, and appropriate course of action.
  • Prepare investigative reports, and recommend findings and corrective actions.
  • Advise managers and supervisors regarding employee conduct, performance issues, corrective action, and progressive discipline.
  • Provide guidance and direction on grievance administration and the interpretation and application of collective bargaining agreements.
  • Participate as a member of the District’s collective bargaining team and assist in labor negotiations and contract administration.
  • Coordinate and administer the District’s Equal Employment Opportunity Plan and related diversity initiatives.
  • Ensure compliance with federal and state equal employment opportunity laws and regulations, including Title VII, Title IX, and California community college EEO requirements.
  • Facilitate the District-wide EEO Advisory Committee and related committees.
  • Design and deliver training on EEO, diversity, harassment prevention, discrimination, retaliation, and cultural competency.
  • Collaborate with District and College leadership to develop and implement policies and procedures that promote an inclusive and respectful work and educational environment.
  • Administer the District’s employee reasonable accommodation program in compliance with the ADA, Section 504, and applicable California laws.
  • Receive and evaluate accommodation requests from applicants and employees.
  • Coordinate and facilitate the interactive process with employees, supervisors, and medical providers, as appropriate.
  • Assess essential job functions and identify reasonable accommodations that enable qualified individuals with disabilities to perform their duties.
  • Maintain confidential accommodation records and monitor implementation of approved accommodations.
  • Provide training and guidance to administrators and supervisors regarding disability-related laws and accommodation obligations.
  • Supervise, train, and evaluate assigned staff.
  • Maintain current knowledge of developments in employment law, labor relations, EEO, diversity, and disability compliance.
  • Attend and conduct meetings, serve on committees, and represent the District before external agencies and professional organizations.
  • Prepare correspondence, reports, presentations, and recommendations for senior leadership and governing bodies.
  • Perform other related duties as assigned.
