About The Position

The New York City Police Department (NYPD) aims to enhance the quality of life in New York City through law enforcement, peace preservation, and order maintenance in partnership with the community. The Office of Equal Employment Opportunity (OEEO) is tasked with preventing, investigating, and addressing employment discrimination, harassment, and retaliation within the Department. OEEO conducts impartial investigations and fosters a safe, fair, and respectful workplace. The Accommodations unit handles requests for accommodations based on protected characteristics, and the OEEO Liaison Network supports EEO policy implementation. OEEO also oversees ADA compliance, with the Disability Services Facilitator (DSF) acting as the primary liaison for accessibility requirements. The Executive Agency Counsel will serve as the Director of Equal Employment Opportunity (EEO) Investigations, reporting to the Executive Director of OEEO. This role provides executive leadership, legal guidance, and operational oversight for the EEO Investigations Team, ensuring prompt, thorough, and impartial investigations of alleged employment discrimination, harassment, retaliation, and related misconduct in accordance with all applicable laws and policies. The Director will manage the EEO Investigations Team Leads and their teams, promoting consistency, accountability, and quality.

Requirements

  • Admission to the New York State Bar.
  • At least 4 years of recent full-time responsible, relevant legal experience, subsequent to admission to the Bar.
  • Significant litigation experience in constitutional and criminal issues.
  • Familiarity with Department policies and operations.
  • Knowledge of legal strategies and methodologies.
  • Outstanding written and verbal skills.
  • Must remain a Member of the New York State Bar in good standing for the duration of this employment.
  • Eighteen months of experience must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Responsibilities

  • Providing executive supervision, guidance, mentoring, and performance management to the EEO Investigations Team Leads and the EEO Investigations Team.
  • Directing and overseeing all EEO investigations from intake through final disposition and ensuring timely completion of investigative activities.
  • Reviewing investigative reports, findings, and recommendations to ensure legal sufficiency, consistency, accuracy, and quality before submission to executive leadership.
  • Advising the Executive Director and Department executives on significant Equal Employment Opportunity matters, complex employment discrimination issues, and investigative findings.
  • Implementing investigative policies, procedures, quality assurance standards, internal controls, and best practices to ensure consistency across the investigations program.
  • Monitoring investigative caseloads, workflow, staffing, productivity, and performance metrics, while allocating resources to support timely case resolution.
  • Conducting quality assurance reviews and audits of investigative files to ensure compliance with Department policy.
  • Identifying complaint trends, recurring issues, and organizational risks, and recommending policy, operational, and procedural improvements.
  • Preparing executive reports, statistical analyses, management briefings, and other materials regarding investigative operations and program performance.
  • Coordinating with Department executives and stakeholders concerning significant or sensitive investigations.
  • Ensuring compliance with applicable federal, state, and local Equal Employment Opportunity laws, rules, regulations, and Department policies.
  • Representing the License Division at Department executive meetings as well as external meetings with city, state, and federal agencies on matters related to the Division.
