About The Position

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Office of Livable Streets (OLS) is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micromobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies. The NYC DOT Transportation Planning and Management Division (TPM), Office of Livable Streets (OLS), is seeking a City Planner to serve as a Director of Data and Cartography within Furniture and Operations. Furniture and Operations manages the contract management, design, planning, installation, and maintenance of bike parking, benches, leaning bars, wayfinding signage, curb extensions, and safety devices for pedestrians, cyclists, and transit riders throughout New York City. The goal of these programs is to make the city more vibrant, walkable, bikeable, and mass transit accessible, particularly for people who live and work outside. The Furniture and Operations seeks to hire a City Planner IV to serve as Director of Data and Cartography. Under the direction of the Furniture and Operations Senior Director, with wide latitude for the exercise of independent judgement, the Director of Data and Cartography will: oversee the development, implementation, and management of the Furniture and Operations Data and Cartography programs and projects; develop Data and Cartography strategy and policy; coordinate Furniture and Operations Data and Cartography efforts and issues within NYCDOT, other city agencies, and other partner entities; represent Furniture and Operations Data and Cartography in interagency meetings; supervise Furniture and Operations Data and Cartography staff of planners, data managers, designers, inspectors, and administrators. Particular attention will be given to: furnishing and operational data management; cartographic data management; asset and inventory management; artwork production and printing; innovating wayfinding products for new use cases, durability, longevity, and maintainability; hiring, developing, and retaining staff; contract development and management for graphics, printing, and cartography services; meeting City and agency-wide wayfinding installations goals through intra- and interagency coordination; budgeting and project oversight. The ideal candidate should possess demonstrated supervisory and leadership skills with the ability to provide vision, guidance, and staff development. The candidate will have the ability to understand and communicate wayfinding, planning, and operational data principles to build consensus for solutions in line with DOT’s mission. Experience in citywide mapping, database development and management, planning, siting, design, fabrication, and maintenance of wayfinding signage is required. Requirements

Must be serving permanently in the title, or reachable on the civil service list.
A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning.
Or, a satisfactory combination of education and/or experience that is equivalent to the above.
Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience.
All candidates must have a baccalaureate degree.
After meeting the minimum requirements, one additional year of professional experience as described in "2" above for Assignment Level III.
After meeting the minimum requirements, two additional years of professional experience as described in "2" above for Assignment Level IV.
Experience in citywide mapping, database development and management, planning, siting, design, fabrication, and maintenance of wayfinding signage is required.
Mastery of Microsoft databases, Adobe Suite, and GIS software.
Experience in budgeting, managing staff, and working to advance projects in a complex regulatory environment.

Nice To Haves

Minimum 3-5 years’ experience managing intra-agency, inter-agency, and other teams on large, complex projects, demonstrating strong collaborative tendencies.
Demonstrated knowledge of New York City, the City’s transit, pedestrian, and bicycle infrastructure, and furnishing issues, especially wayfinding signage.
Thorough knowledge of NYCDOT’s review and installation procedures and experience with construction and installation oversight.
Demonstrated supervisory and leadership skills with the ability to provide vision, guidance, and staff development.
Ability to understand and communicate wayfinding, planning, and operational data principles to build consensus for solutions in line with DOT’s mission.
