About The Position

The U.S. Chamber of Commerce is seeking an analytical, strategic, and highly detailed Director of Compensation and Benefits to oversee the design, implementation, and administration of our total rewards programs. Reporting to the Vice President of Human Resources, this role is critical in ensuring the Chamber offers a competitive, comprehensive, and equitable compensation and benefits package that attracts, motivates, and retains top talent. The Director will manage all aspects of base/variable pay, health, welfare, retirement, and wellness plans while ensuring full compliance with state and federal regulations.

Requirements

Bachelor's degree in Human Resources, Business Administration, Finance, or a related field; master’s degree preferred.
Minimum of 8-10 years of progressive experience in both compensation and benefits administration/design; experience within an association, non-profit, or corporate environment is highly desirable.
Certified Compensation Professional (CCP), Certified Employee Benefit Specialist (CEBS), or SHRM-CP/SCP certification strongly preferred.
Expert knowledge of federal and state laws governing compensation and employee benefits (e.g., FLSA, ERISA, ACA, COBRA, HIPAA, FMLA).
Proven track record of managing annual compensation cycles and complex benefits renewals.
Advanced analytical skills with the ability to interpret data, financial metrics, and market pricing reports to build compelling business cases.
Excellent written and verbal communication skills; ability to explain complex total rewards concepts to executives, managers, and employees in a clear, concise manner.
Exceptional attention to detail, accuracy, and absolute discretion in handling highly confidential data.
Proficiency with modern HRIS and compensation management systems (e.g., Workday, ADP, UKG, Payscale) and advanced Microsoft Excel skills (v-lookups, pivot tables, macros).

Responsibilities

Design, direct, and administer all compensation programs, including base salary structures, annual merit increase cycles, and variable incentive/bonus plans.
Manage the strategic evaluation, design, and administration of all employee benefits programs, including health, dental, vision, life, disability, 401(k), and flexible spending accounts.
Conduct comprehensive market pricing, job evaluations, and equity analyses to ensure internal equity and external market competitiveness.
Serve as the primary liaison with benefits brokers, carriers, and third-party administrators to negotiate renewals, evaluate performance, and resolve complex issues.
Manage the annual Open Enrollment and annual compensation review processes, including system configuration, communications drafting, and leading leadership and employee training sessions.
Participate in external compensation and benefits surveys; analyze trend data to benchmark the Chamber’s total rewards programs in the non-profit/association and corporate sectors.
Ensure total compliance with all applicable government regulations governing compensation and benefits (FLSA, Equal Pay Act, ERISA, COBRA, ACA, HIPAA, FMLA, ADA, etc.) and oversee required filings and audits.
Oversee leave of absence administration (FMLA, short-term/long-term disability, statutory leave programs) and their integration with pay.
Develop and manage the overall total rewards budget, including forecasting compensation adjustments, tracking benefits expenditures, and reconciling vendor invoices.
Collaborate with the HRIS team to ensure configuration, data integrity, and seamless reporting across payroll, benefits, and compensation modules.
