Our Lakeshores, Union, and Specialized Delivery Commercial Management team is looking for two (2) Director, Commercial Management to join the team! We are seeking an experienced and strategic individual to join our team in overseeing the delivery of a major capital infrastructure program. This leadership role will be instrumental in overseeing commercial interests, and ensuring that cost, contract, and risk strategies are executed with integrity, discipline, and transparency. As a key member of the project leadership team, you will provide direction and oversight on all commercial and contractual matters across the lifecycle of complex infrastructure projects from procurement and negotiation through delivery and closeout.

Requirements

  • Completion of a degree in Finance, Accounting, Business Administration, Commercial Management, or a related discipline or a combination of education, training and experience deemed equivalent; Graduate level degree is an asset.
  • Proven track record representing Owner interests in major infrastructure, transit, or P3 projects.
  • Deep understanding of various contract models (target price, cost reimbursable, progressive design-build, etc.) and their commercial levers, and experience in establishing and operating within commercial governance frameworks.
  • Strong negotiation skills, with demonstrated ability to manage complex commercial agreements.
  • Knowledge of relevant legislation, policies, procedures, professional or technical practices and precedents (e.g., Metrolinx Act, Places to Grow Act, Planning Act).
  • Knowledge of regulatory, legislation, building codes, legal, and financial issues and government bodies, external agencies, and partnering transit organizations involved in developing public transportation systems, knowledge of construction engineering principles and best practices.
  • Highly developed written communication skills to develop briefs and presentations for executive management with a clear and succinct definition of the issues, identifying a priority ranking of issues and providing well-researched and concise answers to anticipated questions; to prepare strategy documents and issue reports.
  • Excellent interpersonal and stakeholder management skills, including experience working with legal counsel, technical advisors, and executive stakeholders.
  • A Driver’s Abstract (within the last 3 Years) will be required of the successful candidate.

  • Graduate level degree is an asset.
  • Chartered Management Accountant (CMA), bachelor’s degree in engineering, Quantity Surveying, Business, Law, or related field, MBA or relevant certification (e.g. MRICS, CCM, PMP) or similar professional accreditation an asset.

Responsibilities

  • Lead the commercial strategy across all project phases, ensuring alignment with the strategic objectives and funding requirements.
  • Act as the Owner’s Representative in contract negotiations, change management, and performance management with delivery partners.
  • Oversee the development and execution of progressive design-build, alliance, and target price agreements.
  • Manage commercial performance including cost control, value engineering, change management, contingency utilization, and risk allocation.
  • Establish governance frameworks to monitor contract compliance, performance metrics, and commercial health indicators.
  • Provide strategic advice to internal stakeholders on commercial risk exposure, procurement strategies, and incentive structures.
  • Lead, mentor, and support a team of commercial professionals.
  • Ensure integration with legal, technical, and financial advisory inputs to support informed decision-making.
