About The Position

Under limited supervision, directs all aspects of clinical engineering and medical equipment asset planning and management for the University of Maryland Medical Center (UMMC), Downtown and Midtown campuses. Under the guidance of the University of Maryland Clinical Engineering Council, coordinates the implementation of the cooperative service model and supports service delivery to affiliated entities within the University of Maryland Medical System (UMMS) as part of the Clinical Engineering Cooperative.

Requirements

  • Bachelor’s degree required
  • Formal biomedical training required
  • Minimum of 10 years of experience in clinical engineering or a related electronics field
  • At least 5 years of progressive leadership experience, including staff management and budget oversight

Nice To Haves

  • Master’s degree in Biomedical Engineering or related field preferred
  • Professional certification in Clinical Engineering (e.g., CBET or CCE)
  • Experience in a large, multi-site healthcare system
  • Experience leading system-wide or shared service models

Responsibilities

  • Implements strategic plans to advance departmental operations and technology.
  • Ensures reliability and proper use of medical equipment in compliance with The Joint Commission Environment of Care standards.
  • Oversees continuous operation, testing, and evaluation of all medical equipment using internal staff and external vendors.
  • Maintains effective communication with executive leadership, physicians, and staff to resolve operational challenges.
  • Ensures high-quality, efficient service delivery to all equipment users.
  • Provides technical guidance on codes, standards, maintenance, and repair.
  • Partners with clinical and operational teams to align services with user needs.
  • Leads clinical engineering response during emergencies and coordinates with command centers.
  • Builds strong partnerships with clinicians and Information Technology teams.
  • Designs and implements risk-based maintenance programs aligned with industry standards.
  • Oversees preventive maintenance programs to reduce risk and optimize costs.
  • Evaluates funding sources, identifies gaps, and communicates risks to leadership.
  • Develops and maintains lifecycle management plans for all equipment.
  • Establishes tracking systems for repairs and replacements.
  • Conducts cost-benefit analyses for repair versus replacement decisions.
  • Defines and monitors performance metrics for lifecycle program effectiveness.
  • Leverages vendor contracts to supplement internal resources efficiently.
  • Develops and maintains standardized design and equipment specifications.
  • Ensures compliance with all applicable federal, state, and local regulations.
  • Oversees systems for accurate equipment recordkeeping and data integrity.
  • Collaborates with purchasing, clinicians, and engineering teams on equipment selection and specifications.
  • Maintains comprehensive equipment inventory and condition assessments.
  • Forecasts replacement needs using risk-based criteria.
  • Leads capital planning, including new technology adoption and equipment replacement.
  • Oversees acquisition, installation, and testing of new equipment in coordination with key stakeholders.
  • Provides leadership and operational direction for clinical engineering staff.
  • Manages hiring, training, performance evaluation, and workforce planning.
  • Establishes and monitors departmental performance standards.
  • Leads organizational development, restructuring, and role alignment initiatives.
  • Reviews and updates job structures, classifications, and career progression paths.
  • Develops and manages departmental operating budgets.
  • Implements cost-control measures across staffing, supplies, and contracts.
  • Oversees purchasing activities and vendor contract negotiations.
  • Monitors financial performance and ensures responsible resource utilization.
  • Develops and maintains safety programs in compliance with The Joint Commission standards.
  • Establishes policies and procedures to ensure safe equipment use and services.
  • Leads risk management efforts, addressing equipment-related incidents.
  • Ensures integrity and safety of all medical equipment.
  • Oversees the Environment of Care Medical Equipment Management Plan and reporting.
  • Serves as an ex officio voting member of the Clinical Engineering Council.
  • Oversees implementation of cooperative initiatives assigned to UMMC.
  • Develops annual performance goals and reports progress to the Council at least twice per year.
