About The Position

The Director of Children’s Ambulatory Surgical Specialties reports to the Vice President of Children’s Ambulatory Services and directs ambulatory operations and program planning for a portfolio of pediatric specialty services comprising approximately 70,000 outpatient visits annually. The Director has fiscal and operational oversight for ambulatory services in the following areas: Neurosurgery, Craniofacial, Orthopedics, Rehabilitation Services, Sports Medicine, Otolaryngology, General Surgery. These specialties represent strategic service lines for UCSF Benioff Children’s Hospitals (BCH). The Director serves as a key operational partner to BCH Service Line Directors and other executive, physician, nursing, and administrative leaders, translating service-line strategies and organizational priorities into effective ambulatory operations. The Director is accountable for advancing ambulatory performance across the portfolio, including access, capacity, growth, patient experience, operational and financial performance, workforce and resource utilization, and consistent execution of care delivery models. Through these partnerships, the Director helps ensure that ambulatory services enable BCH strategic service lines to deliver measurable value and advance the broader strategic priorities of the Children’s Hospitals. The Director has particular responsibility for ensuring ambulatory access, capacity, referral management, and scheduling performance support surgical growth, achievement of volume targets, and effective utilization of BCH surgical capacity. The Director directly oversees ambulatory clinics located in San Francisco and Oakland and partners with network ambulatory leaders to support operational execution of BCH regional strategy across satellite locations for the specialties within the Director’s scope. This requires the Director to establish effective operating relationships across organizational and geographic boundaries and to promote appropriate standardization while accommodating the unique needs of individual specialties, patient populations, and sites of care. The Director is responsible for day-to-day operational, financial, human, and other resource management and for ambulatory strategic planning within the portfolio. The Director develops and maintains high standards of patient care and operational performance that are consistent across services and locations and aligned with the goals of BCH, the relevant strategic service lines, academic departments, and UCSF Health. The Director informs and implements standard workflows in conjunction with physician, nursing, service-line, and academic leadership and develops and refines programs, policies, and operational practices that support patient- and family-centered care, organizational growth, financial stewardship, and high-performing ambulatory operations. Given the integral relationship between ambulatory surgical practices and perioperative services, the Director partners closely with perioperative services leaders, surgical service line leaders, and physician leadership to optimize performance across the clinic-to-operating room value stream. The Director is accountable for the performance and efficiency of ambulatory surgery scheduling processes within the specialties under their scope, including effective coordination of surgical case requests, scheduling workflows, and processes that support timely progression from the ambulatory setting to surgical intervention. The Director identifies and resolves operational barriers that affect surgical access, throughput, capacity utilization, and the patient and family experience, working across organizational boundaries to improve end-to-end performance. The Director plays a key role in enabling achievement of BCH surgical volume and financial goals by ensuring ambulatory practices effectively convert patient demand into scheduled surgical activity and by aligning clinic access, provider capacity, surgical scheduling, and perioperative capacity. In partnership with Service Line Directors, physician leaders, perioperative services, and other BCH leaders, the Director also develops and executes strategies to generate and capture new patient demand, strengthen referral pathways, expand access, and support sustainable growth of BCH surgical services. Department Overview UCSF Benioff Children’s Hospitals (BCH) Ambulatory Services provides approximately 450,000 outpatient clinic visits annually, with activity spanning over 20 unique sites of care across the 9-County Bay Area and beyond, and with clinical services spanning primary care, medical specialties and surgical specialties. BCH Ambulatory Services comprises practices with faculty from many different academic departments across the UCSF School of Medicine including pediatrics, neurology, surgery, orthopedics, otolaryngology, urology, ophthalmology and neurosurgery. To improve access to service in the community and remain competitive in the Bay Area regional marketplace, BCH Ambulatory Services is expanding into both affiliate and satellite locations which will entail different models of activation and clinical oversite. This position plays a leadership role in ensuring alignment with clinical operations and workflows so there is consistency across the BCH Ambulatory enterprise.

Requirements

Bachelor's degree in related area and/or equivalent combination of experience / training.
5+ years related experience
Strong clinic/center management experience, with progressive expertise in practice management, scheduling, customer-service methods, incident reporting, regulatory compliance, accreditation requirements, information technology, and the policies, principles, best practices, and standards involved with effective clinic / center administration.
Excellent skills in successfully managing clinic/center administration functions.
Skills to develop strategic plans, create benchmarks, integrate systems and fiscal management.
Excellent and advanced managerial skills and human resources management knowledge, including staff deployment, resource utilization, budgeting and financial management, quality improvement, and program planning and implementation.
Excellent and advanced communications skills to convey complex information clearly and concisely to all levels of staff, management, and outside agencies, with the ability to motivate, influence, and persuade others.
Strong knowledge of relevant healthcare and clinic operations, information technology, including billing systems and patient care workflows and processes.
Knowledgeable of financial principles and practices necessary in an ambulatory environment

Responsibilities

Designs and oversees a financial process that provides a comprehensive view of current and forecasted clinic performance, to include revenues, costs, industry trends, and reimbursements.
Ensures an infrastructure for central coordination of the clinics and / or centers financial operating budgets.
Reviews and approves fiscal planning proposals for new programs and budgets.
Directs the clinical and operational functions and staff.
Recommends allocation of staff, space, equipment, and other resources to optimize the delivery of clinical services.
Oversees implementation of quality improvement plans.
Ensures compliance with internal policies and external regulations.
Develops and implements patient service standards and metrics, based on best practices.
Develops managers to create a workplace culture with a focus on service excellence and employee empowerment for creativity, efficiency, engagement, quality of care, ingenuity, safety, and innovations in operations.
Reviews and approves proposals for facilities expansion, satellite development, construction, space planning, capital equipment requests, and staffing needs.
Researches and prepares proposals for expansion, satellite development, construction and space planning.
Responsible for employee recruitment, performance evaluation, progressive discipline, and staff development.
Works collaboratively with Labor Relations on bargaining unit issues and contract negotiations at the local level.
Analyzes functionality, quality, and efficiency of information systems from a best practices standpoint.
Creates and utilizes analytics to track and assess clinic performance.
Proposes modifications or new systems as needed.
Develops processes and analytics to assure viability of existing programs and practice patterns, and optimize productivity.
Reviews and approves proposals for operational performance improvement projects that impact marketability and service.
Assure internal policies and external regulations are followed across the clinic organization in regards to billing and coding practices and cash handling.
