About The Position

Socure is seeking a Director, Capture and Proposals, Public Sector to lead how the company identifies, qualifies, shapes, and wins public-sector opportunities across federal, state, local, education, and healthcare markets. The role combines strategic leadership with hands-on execution: leading priority pursuits, shaping opportunities before solicitation, structuring teaming and pricing, directing compliant proposals, and building the processes, content resources, tools, and team needed to make winning repeatable and scalable. The role partners with Sales, Government Affairs, Market Strategy, Finance, Legal, GRC, and other stakeholders, while engaging government buyers and ecosystem partners. It also maintains pursuit and knowledge-management systems, tracks performance, and uses debriefs and win/loss reviews to improve future capture and proposal work.

Requirements

  • 10+ years of government capture and proposal leadership for technology, data, cybersecurity, identity, or software companies, with demonstrated wins in federal and/or state and local markets.
  • Experience leading and scaling a capture and proposal function, including its processes, tooling, content library, and team.
  • Experience leading complex, competitive pursuits, including opportunity shaping, teaming, solution and price strategy, and orals.
  • Direct experience winning IDIQs, BPAs, GSA schedule awards, task orders, and state and local contracts.
  • Experience leading and writing compliant, compelling RFx responses; strong command of Shipley, APMP, or an equivalent methodology.
  • Working knowledge of FAR/DFARS, state and local procurement rules, contract vehicles, and typical government evaluation criteria.
  • Experience structuring teaming agreements and partner roles with primes, integrators, and resellers.
  • Ability to build trusted relationships with government program and procurement officials and ecosystem partners.
  • Ability to communicate technical and strategic concepts clearly to government customers and internal stakeholders.
  • Ability to manage deadlines and cross-functional stakeholders in a fast-paced, high-pressure environment.
  • Exceptional writing and editing skills, including the ability to translate technical capabilities into persuasive narratives.
  • Entrepreneurial mindset and willingness to be hands-on while leading.

Nice To Haves

  • APMP certification (Foundation, Practitioner, or Professional).
  • Experience with identity verification, fraud, risk, or program-integrity solutions in government.
  • Experience with proposal and capture tools such as Loopio, Responsive, Qvidian, Salesforce, GovWin, or similar, and AI-assisted proposal workflows.
  • Familiarity with pricing and cost-volume development for software and data services.

Responsibilities

  • Run Socure’s capture and proposal operating model, including the capture lifecycle, stage gates, roles, tools, and metrics; add capture managers, proposal managers, and writers as the business scales.
  • Lead priority captures from opportunity identification and qualification through pre-solicitation shaping, win strategy, teaming, solution and price-to-win, proposals, orals, and award.
  • Build a transparent bid/no-bid process with Sales, Finance, and the Head of Public Sector.
  • Partner with Sales, Government Affairs, and the Head of Market Strategy to engage buyers early, respond to RFIs and sources-sought notices, and influence requirements and acquisition strategy.
  • Lead end-to-end responses to RFPs, RFQs, RFIs, task orders, grants, and cooperative contracts, including compliance matrices, win themes, storyboards, color-team reviews, and production.
  • Write and edit key proposal sections and integrate subject-matter expert input into persuasive narratives.
  • Ensure submissions comply with solicitation requirements, procurement regulations, and Socure’s legal, security, and commercial standards, incorporating Legal and GRC review.
  • Maintain a proposal content library, past-performance and reference database, security answer bank, and reusable win themes; use technology and AI to improve speed and quality.
  • Track opportunities, recompetes, and contract vehicles, and report probability-weighted capture status, resourcing, and win rate to the Head of Public Sector.
  • Conduct post-submission debriefs and win/loss reviews with buyers and partners, and apply lessons to improve processes, content, and strategy.
