About The Position

The Ministry of Hospital and Surgical Health Services (HSHS) is seeking two Directors. Reporting to the Executive Director, The Director, Capital Planning provides strategic leadership for health capital planning, infrastructure investments, and major capital projects that support the priorities of HSHS, Finance and Capital Planning Division, the Capital Planning Branch and the Government of Alberta. The role oversees projects through all stages of planning and implementation, ensuring informed decisions on scope, schedule, budget, service delivery and healthcare system integration while guiding investments that support long-term health system outcomes.

Requirements

  • A University Degree in Business, Health Administration, Nursing, Architecture supplemented by 7 years of related experience.
  • Previous experience in capital planning.
  • Related experience or education may be considered as an equivalency on a one for one basis.

Responsibilities

  • Provide expert advice and recommendations regarding opportunities, emerging issues, risks, and challenges affecting health capital investments and infrastructure planning.
  • Provide strategic leadership and oversight for the development of the annual HSHS Capital Submission, ensuring capital investment recommendations are informed by comprehensive health service planning, utilization analysis, demographic trends, infrastructure requirements, and evolving models of healthcare delivery.
  • Ensure capital planning initiatives align with HSHS strategic priorities, government objectives, provincial policies, standards, methodologies, and legislative requirements.
  • Lead the development and submission of capital funding recommendations and investment priorities for consideration by senior ministry officials, Executive Council and Treasury Board.
  • Provide executive leadership and oversight for approved health facilities capital projects, initiatives and grant-funded infrastructure programs in collaboration with Alberta Infrastructure and health service providers.
  • Support successful project delivery through collaboration with Alberta Infrastructure, healthcare organizations and other key stakeholders.
  • Provide leadership for stakeholder engagement, consultation, communication and relationship management activities associated with health capital planning and infrastructure investment.
  • Provide strategic leadership to ensure capital planning policies, procedures, and funding programs remain effective, efficient and aligned with government priorities.
  • Evaluate existing facilities and maintain effective policies and procedures, ensuring infrastructure meets ministry mandates and service delivery needs.
