About The Position

The Greater Toronto Airports Authority (GTAA) is seeking a Director, Capital Planning and Analysis to lead financial planning, forecasting, analysis, and performance management for GTAA's capital investment portfolio. This role is crucial as Toronto Pearson undertakes a significant airport infrastructure program. The Director will partner with senior leaders across various departments to ensure major investments are supported by rigorous financial analysis, sound governance, and transparent decision-making. The position involves leading the development of modern capital planning processes, forecasting frameworks, financial models, and reporting capabilities, while providing executive-level insights into portfolio affordability, performance, funding strategies, and risks. The role also includes leading a team to drive informed investment decisions throughout the capital lifecycle.

Requirements

  • 10+ years of progressive experience in financial planning, capital finance, investment analysis, or related finance disciplines within large, complex organizations.
  • Experience supporting large-scale infrastructure programs, capital portfolios, or major investment initiatives in aviation, transportation, infrastructure, utilities, or other capital-intensive industries.
  • 7+ years of people leadership experience, including building, coaching, and developing high-performing teams while leading complex financial planning processes.
  • Demonstrated expertise in capital planning, forecasting, business case development, investment analysis, financial modelling, and performance management.
  • Proven ability to influence senior leaders and executive stakeholders through data-driven insights, strategic recommendations, and clear financial storytelling.
  • Strong knowledge of capital governance, portfolio management, investment evaluation methodologies, and financial controls.
  • Experience implementing or enhancing financial planning systems, forecasting tools, or enterprise reporting capabilities.
  • Exceptional analytical, problem-solving, stakeholder management, and communication skills.
  • A university degree in Finance, Accounting, Business Administration, or a related discipline.
  • CPA, CFA, or an equivalent professional finance designation.
  • Demonstrated experience working in a customer-focused, highly collaborative environment.
  • Ability to obtain and retain Transportation Security Clearance at the designated level for the position.

Responsibilities

  • Serve as a strategic finance leader for GTAA's capital portfolio, providing trusted advice and decision support on major infrastructure investments.
  • Lead enterprise-wide capital forecasting, planning, and performance management processes, ensuring accurate, forward-looking insights for executive decision-making.
  • Oversee the end-to-end capital investment lifecycle, including business case development, funding allocation, portfolio monitoring, and post-investment performance evaluation.
  • Develop and enhance sophisticated financial models, scenario analyses, and investment evaluations to support large-scale infrastructure and transformation initiatives.
  • Establish and strengthen capital governance frameworks, planning standards, and decision-making processes that improve transparency, accountability, and financial stewardship.
  • Provide executive-level reporting and insights on capital program financial performance, risks, and opportunities.
  • Lead the transformation of capital planning capabilities through the implementation of modern forecasting methodologies, systems, tools, and reporting frameworks.
  • Partner closely with business leaders, project management offices, and finance teams to ensure investment decisions align with enterprise strategy and financial sustainability objectives.
  • Build, lead, and develop a high-performing team focused on capital planning, financial analysis, business case development, and capital program reporting.
  • Foster a culture of continuous improvement, analytical rigor, collaboration, and innovation across the capital planning function.
