About The Position

Reporting to the Deputy Chief, Self Government, the Director, Cabinet and Legislative Services provides leadership and oversight of legislative and statutory functions of the MN–S Cabinet and Legislative Services. The Director is responsible for all aspects of legislative services, ensuring sound processes, policies and controls are in place to support administrative operations within Legislative Services including, but not limited to, the Provincial Métis Council (PMC), Standing Committees, Métis Nation Legislative Assembly (MNLA), and the General Assembly (GA). The Director services as a technical advisor, contributing to organizational leadership, good governance and the achievement of strategic priorities. This position manages the planning and coordination of all meetings and leads strategic planning, budgeting, forecasting and reporting for Legislative Services while contributing to the advancement of Métis peoples right to self-governance and maintaining strong internal controls that promote accountability, transparency and service excellence to Métis citizens. This position is accountable to ensure legislative procedures align with the highest standards of legislative and cabinet systems, respect Métis customs and traditions, and is compliant with the Constitution of The Métis Nation – Saskatchewan, Métis Nation Legislative Assembly Act, Provincial Métis Council Meeting Rules and Procedures, and the Provincial Métis Council Conduct Policy.

Requirements

Knowledge of the Métis Nation's political and legal history.
Knowledge of the Métis Nation’s current political, socio-economic and community issues.
Embraces Métis identity, culture, language and values as the foundation of MN-S.
Knowledge of the broader provincial and federal political landscape.
Solid understanding of Indigenous self-government and the structure within Saskatchewan.
Knowledge of economic, legal and political issues underlying Indigenous affairs, history, culture, governance, protocols, agreements, and services affecting Indigenous communities.
Solid understanding of Roberts Rules of Order and how they are utilized.
A high level of diplomacy, tact and discretion to deal effectively with elected officials, Ministers, Métis leaders, representatives from multiple interest groups and the general public.
Strong political acumen and proven judgement to handle complex and politically sensitive issues.
Intellectual inquiry and innovative thinking, combined with precision and thoroughness.
Social and emotional intelligence to deal effectively and professionally with diverse groups of people and interests.
Ability to problem-solve and make effective decisions within a political and confidential environment.
Ability to interpret and apply government legislation.
Strong project management, time management and organizational skills.
Proficiency in Microsoft Office, database systems, and virtual meeting platforms.
Post-secondary education in political science, business, public administration or a related field.
5-6 years of relevant experience in public sector, Indigenous governance, legislative services or public policy.
Extensive experience working with government agencies, elected officials and committees at a provincial or national level.
Strong understanding of legislation and procedures for assemblies and council meetings.
Excellent oral and written communication skills. Able to professionally articulate a position, succinctly and effectively brief elected officials and senior management, and ability to influence others through reasoned and well-thought-out ideas.

Responsibilities

Lead the development and implementation of operating budgets, financial planning and forecasting to inform decision-making and resource allocation for Cabinet and Legislative Services.
Ensure accurate, timely and transparent financial reporting and provides strategic financial policy leadership that upholds public sector standards, accountability and good governance.
Oversee all aspects of financial management related to Cabinet and Legislative Services, including the development and implementation of robust controls, best practices and performance metrics to support sound financial stewardship.
Provide oversight for policy development and renewal, promotes awareness and compliance, monitors exceptions and up holds a culture of integrity, accountability and proactive problem-solving in all administrative and operational matters.
Remain informed and current on good governance practices, changes in legislative practices, standing rules of assemblies, and meeting procedures to ensure democratic and constructive meetings.
Demonstrate accountability through participation in the development of departmental work plans, budgets, reports and compliance reporting, and working within approved budgets.
Contribute to the development of distinctions-based objectives and initiatives that strengthen Métis democracy, advance Métis self-governance and support governance reform. Identify opportunities for ongoing communication and implementation of such initiatives.
Build and maintain effective relationships with elected officials, Ministers, senior government leaders, department heads and colleagues to strengthen collaboration and service delivery.

Provide expert level advice and direction to Cabinet and other governing bodies on the drafting of resolutions.
When required, prepare draft resolutions on behalf of Cabinet and other governing bodies that reflect their intention(s) and ensure alignment with government priorities and long-term objectives.
Provide oversight of resolutions passed by Cabinet and other governing bodies to ensure timely implementation and, when required, resolutions return to the appropriate governing body for review and discussion.
Provide support to colleagues responsible for legislative review and drafting, helping to ensure appropriate approval processes and timelines are respected and adhered to.
Ensure new and revised legislation meets legal and policy compliance prior to Cabinet review and approval.
Oversee the development and regular review of administrative systems, procedures, and policies for the PMC, Standing Committees, MNLA and GA.
Assist the Chair of the PMC and the CEO of MN-S in fulfilling their duties and obligations as outlined in the Provincial Métis Council Meeting Rules and Procedures.
Assist the Clerk of the Legislative Assembly in fulfilling their duties and obligations as outlined in the Métis Nation Legislative Assembly Act.
As required or requested facilitate sessions of the Standing Committees.
Provide impartial, expert technical advice to elected officials, Ministers, executive and department heads on meeting rules and procedures for Cabinet and other governing bodies.
Working with service providers, identify and arrange training for elected officials to enhance their governance knowledge and build the necessary skills to enhance their contributions in their role as an elected official and/or as a Minister.
Promote continuous improvement in democratic processes.
Assume accountability to lead and oversee the planning, coordination and organization of meetings as a significant responsibility that enables the PMC, Standing Committees, MNLA and GA to be effective and efficient in meeting their legislative responsibilities and which contribute to effective government operations.
Working with Ministers, elected officials, senior government officials and others to identify meeting needs and expectations.
Coordinate meeting logistics (e.g. location, venue, transportation, accommodations, audio/visual, etc.) and administrative tasks (e.g. seating chart, registration table, name cards/tags, etc.) with appropriate individuals ensuring all tasks are completed in a timely and professional manner.
Identify and schedule speakers/presenters, working collaboratively with departments across government to ensure requisite presentations meet required timelines (e.g. annual report from the auditor).
Arrange key meeting attendees such as the Speaker, Deputy Speaker, meeting Chair, recording, secretary and others.
Prepare meeting materials such as agendas and draft resolutions, and follow up with individuals responsible for outstanding documents scheduled to be presented, ensuring timely review and approval of all documentation.
Engage with colleagues early in the planning process to enable departments (e.g. Communications and Intergovernmental) to plan appropriately and be well prepared to fulfill their requisite meeting responsibilities.
Identify the content and lead production of meeting binders ensuring all required materials are professionally prepared, meet MN-S visual identity standards and are uploaded (online versions) or distributed (hardcopies) according to established timelines.
Brief key meeting attendees such as the Speaker, Deputy Speaker, meeting Chair, Clerk, Ministers, speakers/presenters on agenda, topics of discussion and required duties that may be assigned (e.g. resolution movers and seconders).
Provide regular updates to appropriate executive and senior leadership on progress of meeting planning and coordination.
Lead post-meeting debriefs, identifying and proposing enhancements, updating checklists and revising timelines, ensuring success of future meetings.
Prior to, during and following meetings, provide support and advice on meeting procedures and administrative functions to the Clerk of the Legislative Assembly, Chair of the PMC, CEO, recording secretary, deputy chiefs and colleagues.
Proactively identify and handle any issues or emerging problems during meetings.
Through continuous improvement efforts, standardize and document planning processes, resources and timelines to enable efficient planning and coordination in the ongoing and future preparation of Cabinet and Legislative Services meetings.
Work with highly sensitive and confidential matters effectively and produce quality, error-free work in a time sensitive and high-pressure environment.
Oversee the Legislative Library, ensuring meeting and legislative documentation is easily and readily available for public access.
Ensure the timely and accurate on-line posting of meeting information and documentation from PMC, MNLA, GA and Standing Committees for public access.
In collaboration with colleagues, ensure the timely and accurate dissemination of meeting information from PMC, MNLA, GA and Standing Committees to local and regional offices.
Stay abreast of new technologies and methods relating to records and information management.
Support timely responses to inquiries from citizens and agencies.
Safeguard confidential records, particularly from closed sessions.
Ensure policies and procedures related to the retention and disposition of records related to PMC, MNLA, GA and Standing Committees meet legislative and policy requirements.
Develop and maintain respectful, cooperative working relationships across departments to contribute to the integrated, seamless implementation of programs and services to MN-S citizens.
Manage multiple high-priority initiatives, navigating tight deadlines and communicating effectively with elected officials, Ministers, department heads, senior government leadership and colleagues.
Assist with the development of external corporate documents such as the annual report, conference publications, magazine publications, videos, etc.
Other duties as assigned.
