About The Position

The purpose of this position is to plan, direct, and oversee operations and staff involved with permitting, plan review, inspections, and related building and construction activities. This role involves managing the day-to-day operations of permit issuance, scheduling, and tracking inspections, ensuring quality assurance, and responding to technical inquiries. The Director will also manage, direct, and evaluate assigned staff, develop work schedules, and handle employee concerns. Additionally, the position requires organizing and assigning work, ensuring departmental compliance with all applicable codes and regulations, developing and implementing departmental plans and policies, and administering the department budget. The role also involves analyzing proposed codes and regulations, processing documentation, and utilizing computer software for various tasks. Communication with various stakeholders, including county administrators, contractors, and the public, is essential. The work is sedentary and requires mental acuity and effective communication skills. The work environment is relatively safe and secure.

Requirements

  • Bachelor’s Degree in Civil Engineering, Public Administration, Architecture, Construction Management, Engineering, or related field
  • Seven (7) years of related experience in permitting, plan review, and inspections, to include lead or supervisory experience, or equivalent combination of education and experience.
  • Valid Georgia driver’s license.
  • Designation as a Certified Building Official.
  • Additional ICC certifications.
  • Knowledge of local government operations, Building/Plan Review related programs, policies and plans, and modern office practices and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
  • Skill in the use of computers and software applications related to the essential functions of the job.
  • Skill in effective communication, both verbally and in writing.
  • Ability to meet and deal with employees and the public in an effective and courteous manner.
  • Ability to get along with others and work effectively with the public and co-workers.
  • Ability to work flexible hours, including evening meetings.
  • Ability to multi-task and work within deadlines.
  • Ability to deal with confidential and sensitive matters.
  • Ability to use computers for data entry, word processing, and accounting purposes.
  • Ability to operate a copying machine.

  • Project management experience in general construction with considerable experience in building, electrical, mechanical, and/or plumbing contracting, including at least three (3) years of managerial/supervisory experience.

Responsibilities

  • Oversees the day-to-day operations of issuance of permits, scheduling, and tracking of inspections.
  • Performs quality assurance checks to assure permits, inspections scheduling, and inspections are recorded and followed up in a timely manner.
  • Receives and responds to technical inquiries and information requests from citizens, property owners, county departments, contractors, industry representatives and public officials.
  • Investigates field complaints.
  • Manages, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
  • Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
  • Ensures departmental compliance with all applicable local, state, and federal, codes, laws, rules, regulations, standards, policies, and procedures; ensures adherence to established procedures; and initiates any actions necessary to correct deviations or violations.
  • Develops and implements long- and short-term plans, goals, and objectives for the department; evaluates performance and effectiveness of current services, programs, and systems in relation to growing needs of the County in regard to permitting, plan review, and related inspections; and identifies and implements needed changes, modifications, and/or enhancements.
  • Develops, implements, and monitors policies and procedures for the department; reviews efficiency and effectiveness of operations, methods, processes, and procedures; designs and implements new and revised policies and/or processes; interprets, explains, and enforces local, state, and federal codes, rules, regulations, and standards; conducts staff meetings; and provides information, updates, and coordination of work activities.
  • Develops and administers department budget; forecasts funding needs for staffing, equipment, materials, and supplies; coordinates budget development with subordinate staff; processes and approves deposits, disbursements, and related financial documentation; and monitors revenues and expenditures to ensure compliance with approved budget.
  • Analyzes proposed and pending codes, regulations, and laws; recommends revisions to local, state, and federal entities; identifies and analyzes impact of proposed or pending regulations on department activities, policies, and procedures; and develops and implements strategies to ensure compliance with newly passed regulations and legislation.
  • Processes a variety of documentation associated with department/division operations, within designated timeframes, and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
  • Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
  • Communicates with County administrators and elected officials, County employees, contractors, developers, architects, other government agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
