Job Summary: Reporting to the CFO, the Director of Budget and Pricing is responsible for safeguarding TechnoServe’s financial health by leading all aspects of the budgeting and cost/pricing functions. This includes the annual corporate budget, periodic re-forecasting, proposal budgeting, and post-award budget management. The role provides high-quality financial analysis to support strategic decision-making, enhance cost efficiency, and maximize mission impact. It also leads the development and strengthening of systems, tools, and processes to improve budget management, forecasting accuracy, and pricing competitiveness. The Director will manage small budget and costing teams and is responsible for their engagement, responsiveness, and overall success.

Requirements

  • BS/BA in finance, accounting, economics, or similar; MBA a plus
  • 12 or more years of relevant experience in an international, grant-funded nonprofit organization (or at least 8 years with a Master’s degree).
  • Proficiency in Sylogist or comparable enterprise resource planning (ERP) systems.
  • Proven success in designing and managing custom budget collection and consolidation tools across a multi-departmental landscape.
  • Extensive experience crafting and conducting financial training programs tailored for multinational staff / non-financial stakeholders.
  • Excellent oral, written, and interpersonal skills, with fluency in English.
  • Functional literacy in Big Query, SQL and Looker Dashboards and similar code-based tools to leverage large datasets and prepare them for analysis and reporting
  • Candidates must have US work authorization at the time of application.

Nice To Haves

  • Preference for experience managing direct reports in multiple countries.
  • Skilled in building or optimizing automated workflows using platforms such as Google workspace, AppScripts and Macros.

Responsibilities

  • Maintain a strong understanding of organizational strategic priorities to ensure effective resource allocation.
  • Lead the annual corporate budgeting process, including review and negotiation of budget submissions to align with Board, CEO, and CFO expectations. Budget submissions will include (among other elements) regional revenue projections, direct and indirect cost projections, and private fundraising estimates.
  • Direct mid-year budget revisions and lead adjustments driven by operational or strategic changes.
  • Analyze and approve ongoing budget modifications submitted throughout the year based on unexpected changes to project scope, timing, and costs.
  • Develop and publish user-friendly and accessible financial models and/or dashboards and provide recommendations to strengthen financial sustainability.
  • Establish and enhance systems, tools, and controls for budget tracking, accountability, and variance management.
  • Ensure staff responsible for budget management clearly understand budget policies and expectations and receive appropriate training, guidance, and support.
  • Oversee policies and processes for proposal budgeting to ensure alignment with strategic priorities and adequate cost recovery.
  • Oversee the financial analysis of donor solicitations and advise leadership on financial risks and go/no-go decisions.
  • Standardize policies, templates, and tools to ensure high-quality, competitive, and compliant cost proposals.
  • Oversee and/or lead major complex proposals from development through submission, ensuring alignment with technical design, risk mitigation, and full cost recovery.
  • Collaborate with cross-functional teams to design cost-effective program models and respond to donor clarifications.
  • Monitor and manage a discretionary budget (unrestricted resources) to provide financial support to pipeline development requests and strategic investment decisions.
  • Lead the annual process for establishing and updating TechnoServe’s Negotiated Indirect Cost Rate Agreement (NICRA) with the U.S. government.
  • Manage and refine shared cost allocation methodologies to improve transparency, predictability, and cost efficiency.
  • Partner with HR to oversee and update corporate fringe benefit rates.
  • Performs other related duties as required
