The Opportunity We are seeking a director to lead a Third‑Party Risk Management team with a specialized focus on Affiliate oversight, Regulation W compliance, and Third Party PRCI activity. This program‑centric role requires deep expertise in TPRM and affiliate compliance to oversee complex regulatory requirements and enable effective risk governance across the Association. The Director will drive scalable frameworks that support cross‑company integration, partner closely with business and executive leaders, and ensure regulatory soundness while enabling strategic growth initiatives. We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX, Plano, TX, Phoenix, AZ, Colorado Springs, CO, Charlotte, NC or Tampa, FL. Relocation assistance is not available for this position.

Requirements

  • Bachelor's Degree in Risk Management, Business, Finance or related field of study; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
  • Minimum 8 years’ experience supporting risk and/or compliance related activities in a financial services operating environment or other relevant industry; OR 8 years’ experience in a relevant quantitative discipline; OR Advanced degree or designation in a risk management or quantitative discipline, and 6 years’ experience supporting risk and/or compliance related activities; OR PhD in a risk management or quantitative discipline, and 4 years’ experience supporting risk and/or compliance related activities.
  • Minimum 3 years’ direct team lead or people management experience.
  • Knowledge of federal laws, rules, regulations, and applicable guidance to area supported for example: OCC Heightened Standards, Reg W, BSA/AML, REG E, UDAAP/UDAP, TILA/REG Z, SCRA, FCRA, MLA.

Nice To Haves

  • Core Functional Expertise Deep experience in Third-Party Risk Management (TPRM), including program design, execution, and enterprise governance.
  • Strong knowledge of Affiliate Risk / Reg W governance, including policy development, oversight routines, and regulatory alignment.
  • Expertise in Enterprise Risk Management, including frameworks, methodologies, and operational risk integration.
  • Proven ability to design and enhance risk assessment methodologies, including inherent risk, due diligence, and ongoing monitoring.
  • Experience leading RCSA execution, identifying key risks, control gaps, and strengthening control effectiveness.
  • Strong background in Issue Management, remediation oversight, and coordination with audit and regulatory stakeholders.
  • Leadership & Organizational Capabilities Ability to influence senior executives, cross-functional partners, and first-line business owners.

  • Executive-level communication skills, including board-level reporting and regulatory engagement.

Responsibilities

  • Direct staff and initiatives that support risk and control management programs, to include governance support, risk oversight, risk infrastructure development, risk identification, quantification, aggregation, and emerging risks.
  • Advise senior management and influences process change.
  • Build and manage a high performing team of risk and internal control professionals through recruitment, training, coaching, performance management and related managerial activities.
  • Manage consulting relationships with internal and external clients regarding budget and implementation deliverables and risk mitigation plans as appropriate.
  • Partner with key stakeholders in the business and oversees the identification, assessment and documentation of risks and controls, including risks associated with new or modified products, services, distribution channels, regulations and/or third-party operations.
  • Review, communicate and recommend the development of governance policies and procedures in partnership with senior leaders to ensure appropriateness and adequacy versus industry best practices and regulatory requirements.
  • Provide counsel to business unit managers on risk management issues and supports the evaluation of new product strategies on their impact to USAA's risk profile.
  • Educate risk owners on risk/control best practices and may work with other lines of defense in the development and implementation of controls.
  • Direct analysis and data mining initiatives that identify, validate, and manage emerging Risk exposures, as necessary.
  • Assist in the early identification of risk trends by establishing and monitoring key performance and Risk indicators.
  • Oversee the preparation of key reports and communications and may present to governance committees, senior leaders, regulatory bodies and the USAA Board of Directors.
  • Ensure risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.
