About The Position

Construction Valard Québec is seeking a Director of Transport Line for its Quebec operations. This role involves overseeing regional projects, managing staff, developing budgets, and ensuring project success from start to finish. The position is based on construction sites and requires mobility throughout Quebec, New Brunswick, or Ontario.

Requirements

  • Bachelor's degree in Electrical Engineering, Civil Engineering, or a related discipline.
  • 10 years of experience in the electric transport line field, with at least 5 years in a senior management role.
  • Demonstrated experience in managing large-scale electric transport or distribution projects (high-voltage lines, electrical substations, network infrastructure).
  • Experience in project financial management, including mastery of multi-project budgets, cost tracking, variance analysis, and financial forecasting.
  • Extensive experience in the electrical infrastructure construction industry or a complementary engineering environment.
  • Proficiency in project financial management: reading and analyzing financial reports, managing multi-project budgets, cost control, and forecasting overruns.
  • Knowledge of tender, estimation, and submission processes in the electrical infrastructure construction field.

  • Membership in the Ordre des ingénieurs du Québec (OIQ) or eligibility for the title.
  • PMP (Project Management Professional) Certification.

Responsibilities

  • Produce accurate reports within required deadlines, in accordance with contractual requirements.
  • Ensure all personnel perform their duties in accordance with their role's requirements.
  • Develop relationships with Valard personnel and mentor regional project teams.
  • Supervise project managers, construction managers, safety officers, and quality managers.
  • Provide performance management, including salary reviews and skills assessment of key personnel.
  • Offer advice and expertise to regional projects.
  • Understand the scope, budget, estimates, and schedule of all projects in the region.
  • Develop and manage regional budgets; rigorously track actual costs against approved budgets and present periodic financial reports to management.
  • Analyze budget variances, identify causes, and implement corrective measures to ensure project profitability.
  • Participate in tender and submission processes; validate cost estimates, financial assumptions, and economic viability of proposed projects.
  • Ensure effective personnel management, particularly regarding safety, quality, and project resources.
  • Ensure efficient and effective material management for regional projects.
  • Implement and approve necessary resource requirements to ensure successful project delivery in the region.
  • Ensure all procurement items are identified and adequately transmitted to the purchasing department to enable the execution of the contractual program.
  • Monitor construction sites to ensure compliance with specifications and methodologies for contract execution.
  • Produce a weekly progress report against the program; identify unforeseen work and associated costs.
  • Comply with and implement HR policies, including disciplinary procedures.
  • Execute work in accordance with all organizational requirements and provincial and federal health and safety standards and legislation, ensuring the highest safety standards are maintained.
  • Participate in safety meetings, including the identification of potential workplace hazards.
  • Ensure appropriate tools are transported to the site as needed.
  • Verify the proper functioning of all tools before use.
  • Supervise all forms of labor to contribute to the successful completion of construction projects, from beginning to end.
  • Use and operate a variety of machines and equipment necessary for the execution of the work.
