About The Position

The Direct Care Manager (DCSM) is responsible for overseeing the delivery of residential services to ensure the safety, well-being, and appropriate care of all children in the program. This role supervises and coordinates the activities of the Direct Care Department. The DCSM monitors and documents child progress, ensuring services are delivered in accordance with all applicable Texas Department of Family and Protective Services and Office of Refugee Resettlement (ORR) Minimum Standards. The position requires a proactive approach to maintaining compliance and fostering a safe, supportive environment for children in care.

Requirements

  • High School Diploma or equivalent
  • At least 1-2 years of ORR Residential Care Services experience is required.
  • 1-2 years of supervisory experience is required
  • Must be 21 years of age or older.
  • Flexible schedule (evening, weekends, holidays) to facilitate program services.
  • Cleared tuberculosis test results.
  • Must be able to pass a drug test.
  • Must be able to provide proof of required vaccinations.
  • Cleared background checks from appropriate entities, including Child Abuse and Neglect and FBI criminal background.
  • Obtain and maintain CPR/First Aid and Crisis Prevention Intervention (CPI) certification.
  • Must have a valid driver’s license and be eligible to drive to facilitate program services as required.
  • May lift and carry up to 10 pounds frequently, up to 20 pounds occasionally, up to 50 pounds infrequently.
  • Performs tasks that may involve standing or walking 50% of the day; sitting 50%of the day.
  • May bend, stoop, reach and grasp as necessary.
  • Must be able to provide First Aid and CPR.
  • Must be able to perform physical holds as instructed in Crisis Prevention Intervention training (CPI).

Nice To Haves

  • College degree in Human Services field is preferred.
  • 2 years of previous work/volunteer experience with juveniles is preferred.
  • Bilingual in English and Spanish is preferred.
  • Proficiency with computers, Windows, Microsoft, Word, Excel, Google Workspace is preferred.

Responsibilities

  • Coordinate, supervise, and monitor Direct Care staff, including Shift Supervisors and Youth Care Workers, across all shifts.
  • Maintain appropriate staff-to-child ratios and ensure direct supervision and line-of-sight of children at all times.
  • Provide coaching, performance evaluations, and address employee performance issues with appropriate documentation.
  • Oversee staff scheduling, approve time-off requests, and review timecards using Rippling.
  • Participate in hiring, onboarding, and on-the-job training of new employees.
  • Create and implement individualized training plans for new hires and support ongoing staff development.
  • Ensure compliance with state licensing standards, ORR guidelines, and internal policies and procedures.
  • Conduct internal audits and monitor documentation to maintain regulatory compliance.
  • Ensure accurate and timely documentation in the UC Portal and Ereach systems.
  • Oversee intake, transfer, and discharge processes, ensuring children receive required services upon arrival (e.g., meals, hygiene, clothing, and room assignment).
  • Maintain oversight of daily shelter operations, including safety, accountability, and security.
  • Identify and report safety concerns, ensuring prompt resolution.
  • Facilitate communication and collaboration across departments and interdisciplinary teams.
  • Keep leadership informed through detailed reports and participate in departmental meetings and decision-making.
  • Assist staff with child supervision and promote adherence to the Behavioral Management System.
  • Develop and implement monthly recreational calendars and ensure availability of needed supplies and equipment.
  • Coordinate and support special educational and recreational events.
  • Collect feedback from children and staff to assess satisfaction and improve services accordingly.
  • Assist with quarterly reports and manage departmental documentation and records.
  • Support logistics such as transportation, food services, and daily scheduling.
  • Participate in the supervisory on-call rotation as needed.
  • Participate in scheduled meetings, team decisions and operations.
  • Ensure youth progress is documented and communicated to the treatment team consistently.
