About The Position

The Nebraska Department of Transportation (NDOT) is seeking a Professional Engineer to serve as our Digital Project Delivery Engineer to assist in our efforts to implement Digital Project Delivery (DPD) to our transportation projects statewide. Requirements

  • Bachelor’s degree in an engineering discipline and two years of experience performing professional level engineering assignments.
  • Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at time of employment or be able to obtain such license within 90 days of employment.
  • Must have a valid driver's license.
  • Knowledge of: civil engineering theories, principles, and practices of civil engineering and design; modern methods and techniques of highway construction, maintenance, and materials; legal responsibilities and ramifications associated with the work performed; federal and agency design standards, specifications, and procedures; federal and State laws and regulations applicable to the function performed; practices and terminology of computer operation and Computer Aided Design and Drafting (CADD); Geographic Information Systems (GIS); mathematics, surveying and material testing; engineering properties of materials and surfacing types; rehabilitation and maintenance techniques; pavement management; practical engineering concepts.
  • Ability to: interpret, understand and implement State and federal laws and regulations, and agency standards, policies, and procedures; read interpret and evaluate engineering plans and specifications; review and approve/stamp engineering plans; understand all levels of project design; organize, analyze, and evaluate available information and draw reasonable conclusions; develop procedures and determine the logical flow of work through the work unit; plan, organize, assign and direct the work of section/unit staff; provide direction and expertise to other engineering professionals and engineering technicians; evaluate the professional and/or technical skills of assigned team members and assign work accordingly; communicate information clearly and concisely; prepare, interpret, use, and explain civil engineering plans, maps, specifications and standards and reports, communicate with the public, contractors, consultants, agency staff at all levels, and local government officials; interact with assigned worker, other agency employees, local government representatives, contractors, consultants, and the public.

Responsibilities

  • Plans, organizes, and evaluates the statewide operations of the project delivery phase of the Digital Delivery program; formulates, recommends, and develops alternative policies, standards, and workflows to transition the agency from traditional plans-based contracts to digital data as a legal document.
  • Manages and monitors the section budget, software licensing expenditures, and related resources allocated for engineering technology tools; provides strategic input for the agency's multi-year statewide construction and improvement program plans regarding digital readiness.
  • Formulates, evaluates, and establishes statewide agency standards that drive workspace configurations, and data schemas for engineering technology tools and 3D modeling software to ensure compliance with relevant laws, professional standards, agency regulations and BIM OpenData standards.
  • Exercises independent responsibility for directing the complex management, archiving, and lifecycle workflows of design and contract models across the agency; serves as the final authority for the federated models that establish digital data as a legal document prior to project letting.
  • Plans, organizes, and implements rigorous Quality Assurance and Quality Control (QA/QC) processes to audit model data integrity, clash detection, and geometric accuracy within complex federated models; reviews digital contract data prior to letting to ensure constructability and accuracy.
  • Supervises, leads, and evaluates assigned professional engineers and technical staff engaged in project delivery workflows.
  • Monitors and evaluates the comprehensive training programs regarding digital delivery for agency design staff, technicians, and external consultants; assesses the overall effectiveness of training and business process changes, and implements operational adjustments to improve performance.
  • Coordinates and extends digital delivery standards, SOPs, and governance to external local public agencies over which the employing agency maintains regulatory or funding oversight.
  • Coordinates project delivery engineering operations directly with the construction focused PE III to ensure an unbroken digital data pipeline from pre-construction to construction; integrates activities across work units and reports program achievements and metrics directly to the Digital Delivery Program Manager.
