About The Position

The City of Modesto is seeking a dynamic and customer-focused Development Services Technician for an in-person role. This position is crucial for land use, planning, building, and community development services, involving guiding the public, supporting staff, and streamlining permit processes. The role offers opportunities for problem-solving, public service, and community impact. Salary incentives include a 2.5% bonus for a bachelor's degree and 5% for a master's degree. The technician will perform technical and administrative work in specialized land use areas, provide public information on development processes, assist professional staff, and process minor applications and permits. This is an on-site position with no remote work option, and all interviews will be conducted in person. Current vacancies exist in Building Safety and the Planning Division.

Requirements

  • Knowledge of principles, practices, and trends in land use (depending on assignment).
  • Knowledge of pertinent Federal, State, and local laws, codes, and regulations (depending on assignment).
  • Knowledge of basic research techniques, resources, and sources of information related to land use functions (depending on assignment).
  • Knowledge of principles, practices, and techniques of drafting and graphic design (depending on assignment).
  • Knowledge of basic statistical and engineering practices as applied to land use (depending on assignment).
  • Knowledge of principles and practices of customer service.
  • Proficiency in computer programs such as AutoCAD, GIS, Excel, and Word.
  • Knowledge of modern office procedures, methods, and computer equipment.
  • Ability to interpret, apply, and explain basic local, State, and Federal regulations and standards.
  • Ability to read and understand general construction plans and specifications.
  • Ability to research, compile, analyze, interpret, and prepare statistical and administration reports.
  • Ability to prepare correspondence and memorandums.
  • Ability to conduct routine analytical studies and problem-solve.
  • Ability to make accurate mathematical calculations.
  • Ability to prepare maps, graphs, charts, site plans, and other descriptive material using lettering, tracing, drafting, and layouts.
  • Ability to provide information to the public, developers, and realtors regarding land use.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Two years of increasingly responsible administrative or technical experience involving extensive public contact, preferably related to land use development.
  • Associate's degree from an accredited college with major coursework in urban planning, engineering, or a related field.

Responsibilities

  • Serve as the first line of contact for internal and external customers regarding land use, planning, building, and community development issues.
  • Provide information and direction to the public on land use, planning, building, and community development permit processes via phone, email, and counter interactions.
  • Review and provide information on applicable local, State, and Federal regulations, planning and engineering codes, ordinances, documents, standards, and guidelines.
  • Perform minor plan checks, review, log-in, and coordinate the routing of various plans and permits, ensuring insurance is on file.
  • Calculate land use-related fees and provide fee estimates.
  • Issue routine permits.
  • Research, compile, and analyze data for special projects and reports.
  • Maintain manuals and update resource materials; develop and maintain databases.
  • Recommend and participate in policy and procedure improvements to enhance customer service.
  • Assist in preparing agenda reports and resolutions.
  • Update and maintain files and records.
  • Establish and maintain positive working relationships with colleagues, City employees, and the public.
  • Process requests for Outdoor Dining permits, conduct field inspections for compliance, and coordinate annual renewal processes (when assigned to Development Services).
  • Receive and process requests for residential clearance, conduct field inspections for public improvements, and identify existing utilities, connections, and improvements (when assigned to Development Services).
  • Receive requests for outside services, explain agreement requirements, process agreements, verify ownership, and calculate fees (when assigned to Development Services).
  • Provide infrastructure information using GIS and other sources, meet with citizens about development requirements, and investigate/resolve complaints (when assigned to Development Services).
  • Assist with processing parcel and subdivision maps, checking for completeness, code violations, and environmental assessment requirements (when assigned to Planning).
  • Assist with reviewing applications for zoning changes, compiling zoning history, and researching lot history, zoning, and entitlements (when assigned to Planning).
  • Assist with processing annexations, researching background information on tax assessments, voters, utilities, public services, property owner sentiment, and boundaries (when assigned to Planning).
  • Conduct field surveys regarding property owner sentiment and land use (when assigned to Planning).
  • Utilize the City's GIS system to integrate data, and create/work with maps and drawings using AutoCAD and ArcMap (when assigned to Planning).
  • Design and prepare graphic artwork such as brochures, illustrations, report covers, posters, lettering charts, and signs (when assigned to Planning).
  • Develop initial design and layout of sketches, and meet with City personnel to discuss graphic needs (when assigned to Planning).
  • Maintain an inventory of graphics supplies and materials (when assigned to Planning).
  • Perform related duties as assigned.
