The Development Project Manager (DPM) series at Colorado Springs Utilities focuses on supporting the community through the Utilities’ development lifecycle. This role serves as the primary liaison between the organization and the development community, centering on customer service as the central point of contact for internal coordination and communication related to customer-driven development projects. The successful candidate will coordinate and provide technical support to the building and development community for small annexations, rapid response projects, and other development activities of moderate complexity. The Development Project Manager I/II applies developing proficiency and working knowledge of line extension and service standards for all four utility services, City land use and development processes, municipal governance procedures, and project management principles to support development needs and assist customers through the development life cycle. This role contributes to the successful planning and expansion of integrated utility systems across all four service lines. This position will be hired at a Development Project Manager I or II dependent on the skillsets of the individual at the time of hire, e.g., experience, education, and training. Salary will be commensurate with the level of the person hired; a DPM I or a DPM II. This position will be tasked with serving our development customers primarily through one or more of these six development processes: Rapid Response/Primary Employer/Economic development Projects, Major Development, Multiple Developers/Regional Developments, Redevelopment, Special Issues (environmental, endangered species, etc.), and Assist with Annexations.
