About The Position

Our client is seeking a Development Lead for Automated Workflows to provide hands-on technical leadership for automating agency business processes. This role is part of Task Force Raptor, a systems development and IT modernization effort supporting the White House Communications Agency (WHCA). WHCA delivers secure communications for key government officials. The Automated Workflows workstream focuses on transforming manual, paper-and-email processes into governed, auditable, automated workflows for areas such as equipment accountability, personnel actions, mission tasking, service requests, and readiness reporting. The goal is to replace inefficient processes with fast, consistent, and traceable automated solutions. The Development Lead will design and build process flows, business rules, approval logic, notifications, escalations, APIs, and system interfaces. They will also guide other developers through design and code reviews and troubleshoot integration issues. This position is based onsite in Arlington, Virginia, within accredited Government spaces, working Monday through Friday during core business hours. The project is part of a long-term IDIQ vehicle with stable funding and a continuous mission. A Yankee White clearance is required, necessitating U.S. citizenship, an active Top Secret clearance with SCI eligibility, and the ability to obtain and maintain the Yankee White clearance.

Requirements

  • U.S. citizenship is required.
  • Candidate must be eligible for a Yankee White clearance (Presidential Support Duty) in accordance with DoD Directive 5210.55 and DoD Instruction 5210.87, including a favorably adjudicated Tier 5 investigation.
  • Candidate must currently hold an active Top Secret clearance with SCI eligibility and must be able to obtain and maintain Yankee White.
  • Ability to work onsite in the Arlington, Virginia area, Monday through Friday during core business hours.
  • Bachelor's degree in Computer Science, Information Systems, Information Technology, Engineering, or a related field, or an equivalent combination of education and directly relevant experience.
  • Minimum of 3 years of relevant experience in software development, workflow automation, business process automation, systems integration, or enterprise application development.
  • Demonstrated experience designing and implementing automated workflows, business rules, APIs, system integrations, scripting, notifications, and workflow orchestration across complex enterprise environments.
  • Hands-on experience with one or more enterprise workflow automation platforms, such as ServiceNow, Microsoft Power Platform / Power Automate, Appian, Pega, Nintex, or Camunda.
  • Hands-on experience with several of the following: REST and SOAP API design, development, and consumption, Business rules engines, decision logic, and approval routing design, Role-based access control and workflow permission models, Relational database development (SQL Server, Oracle, PostgreSQL, MySQL), Scripting and automation (JavaScript, PowerShell, Python), Version control and CI/CD (Git, Azure DevOps, Jenkins, GitLab).
  • Demonstrated experience delivering in an Agile/Scrum environment against a sprint backlog.
  • Ability to write clear technical documentation — design documents, interface specifications, and deployment procedures.
  • Professional interpersonal and written communication skills, and the judgment to operate discreetly in a sensitive, high-visibility environment.

Nice To Haves

  • ServiceNow certifications such as Certified System Administrator (CSA), Certified Application Developer (CAD), or Certified Implementation Specialist (CIS).
  • Microsoft Power Platform certifications, or Appian, Pega, or Camunda certification.
  • Experience in Microsoft Azure Government, AWS GovCloud, or other DoD-accredited cloud environments.
  • Experience automating asset and equipment accountability, personnel and access actions, service request management, or change and approval processes.
  • Experience with robotic process automation (RPA) and knowing when it is the wrong answer.
  • Experience with DevSecOps practices and secure software development in a controlled environment.
  • Experience mentoring developers and running effective code reviews.
  • Prior experience supporting WHCA, the White House Military Office, DISA, the Executive Office of the President, or another Presidential Support Duty mission.
  • Active Yankee White clearance, or a Tier 5 investigation adjudicated within the last three years.
  • Experience working in DoD environments subject to RMF, eMASS, DISA STIGs, and Impact Level 5 or 6 hosting requirements.
  • Experience in a fast-moving, small-team environment where the customer sits with the delivery team.
  • Prior military service, particularly in a joint communications, signal, cyber, or C4 role.

Responsibilities

  • Provide technical leadership and support for the design, development, integration, testing, and implementation of automated workflow and business process solutions within complex enterprise environments.
  • Support development activities that automate manual processes, improve operational efficiency, integrate enterprise applications and systems, and enable consistent execution of business and technical workflows.
  • Provide technical guidance to development team members on the implementation of process flows, business rules, approval workflows, notifications, escalations, scripts, APIs, system interfaces, and automated task orchestration.
  • Review technical designs and code, support development standards and best practices, and enforce consistency across the team's work.
  • Troubleshoot complex workflow and integration issues, including routing failures, permission and role problems, and integrations that break when an upstream system changes.
  • Ensure solutions are scalable, maintainable, secure, auditable, and aligned with enterprise architecture and operational requirements.
  • Work closely with solution architects, business analysts, developers, system administrators, cloud and infrastructure engineers, cybersecurity personnel, and other stakeholders to translate business and operational requirements into automated solutions.
  • Support workflow analysis, process optimization, technical design, testing, deployment, monitoring, and continuous improvement of automated processes across heterogeneous enterprise environments involving technologies such as Microsoft, AWS, VMware, and Oracle.
  • Design automated processes so that every action is logged, attributable, and reportable — auditability is a functional requirement on this program, not a nice-to-have.
  • Support deployment, release, and production operations, including cutover planning and post-deployment validation.
  • Produce and maintain the technical artifacts the program depends on, including: Workflow and process design documentation, Business rule and decision logic specifications, Integration and API specifications, Role, permission, and access-model documentation, Development standards and coding guidelines, Deployment and rollback plans.
