About The Position

The Development Engineer is central to ensuring that newly developed lots sold to the public have adequate drainage servicing that meets the expected level of service. A key focus of this position is long-term fiscal responsibility, ensuring that the operation and maintenance costs of developer-funded and built drainage facilities are reasonable and do not become a prohibitive burden to the City and its residents. By managing these vital aspects, this role directly supports the City’s goal of orderly and environmentally friendly urban growth while reflecting a cooperative partnership with the development industry.

Requirements

  • Bachelor of Science in Civil Engineering
  • Minimum of 4 years of progressively responsible engineering experience in the planning, design and construction of municipal drainage systems
  • Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
  • Technical Expertise in Drainage Engineering: Significant knowledge of engineering principles and standard practices related to hydrology, hydraulics, and drainage planning, design, and construction, including expertise in stormwater management facility design and sewer network analysis
  • Regulatory and Planning Knowledge: Sound technical and regulatory knowledge for land development, encompassing Municipal Government Act (MGA), drainage bylaws, municipal government finance (city policy and budget process), and familiarity with the land development process and funding mechanisms for drainage facilities
  • Analytical and Project Management Skills: Ability to analyze complex technical information, make sound decisions within required timelines, and manage multiple assignments with minimal supervision while meeting deadlines and completing work with attention to detail
  • Strategic and Interpersonal Competencies: Excellent communication skills (verbal and written), coupled with good leadership, team-building, conflict resolution, and negotiation skills, alongside a highly customer-oriented, strategic, and politically aware approach

Responsibilities

  • Review and recommend acceptance of key planning documents, including Neighbourhood Design Reports and Drainage Servicing Reports
  • Review and recommend support for developer planning proposals and land development applications, ensuring compliance with bylaws and established servicing concepts
  • Establish cost-effective and easy-to-implement drainage servicing schemes, including fair and equitable cost-sharing arrangements, to support orderly urban growth
  • Evaluate the impacts of redevelopment on the existing drainage system to minimize potential negative externalities of densification
  • Attend pre-application meetings and review early planning proposals to provide high-level feedback on drainage requirements
  • Coordinate with internal City groups and EPCOR to achieve mutually beneficial outcomes across development and redevelopment projects
  • Address and prepare timely, complete, and correct responses to inquiries from the public, realtors, developers, and other agencies regarding sewer servicing options and development issues
  • Resolve on-site stormwater management inquiries from EPCOR Drainage at the Development Permit stage through review of background documentation and engineering analysis
  • Act as a technical resource for internal and external staff on drainage planning and engineering matters, including providing technical advice for updates to the City of Edmonton/EPCOR Drainage Design and Construction Standards
  • Participate as the drainage subject matter expert in section, branch, and department policy updates and strategic initiatives, and present solutions on drainage servicing problems to multi-disciplinary teams
