About The Position

The Detention Subject Matter Expert-IT will be responsible for providing expert detention and executive level support to meet the demands and strategic requirements to manage the Federal Detention Management System. Contractor shall provide consultation in the area of federal detainee operations, including working knowledge of U.S. Marshals Service, U.S. Probation, Immigration and Custom Enforcement (ICE), Bureau of Prisons (BOP), and Justice Prisoner and Alien Transportation System (JPATS) operations. Support includes, but is not limited to, unbiased guidance, advice, and assistance to Prisoner Operations Division leadership and the Office of Detention Technology in the management and executions of the USMS Federal Detention Management System. Contractor shall work independently to conduct and compose executive level research and analysis to provide correspondence, reports, and briefings. This may also include strategic level studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts.

Requirements

  • Bachelor's Degree. A Bachelor's Degree may be substituted with a High School Diploma plus two (2) additional years of relevant experience.
  • Knowledge of the USMS or similar federal operations.
  • U.S. Citizenship.
  • Possess the interpersonal skills to interact frequently with internal and external detention customers as well as a diverse staff group.
  • Communicate, both orally and in writing, with all levels of an Agency.
  • Meet deadlines and provide required deliverables within the contract requirements.
  • Possess a thorough knowledge of Microsoft Word, PowerPoint, Excel, Outlook, and SharePoint.
  • Strong analytical and problem‑solving skills.
  • Excellent communication skills.
  • Ability to work independently and collaboratively in a dynamic, fast‑paced environment.
  • Must be flexible and able to thrive in a time-sensitive environment to meet strict deadlines with sudden and unpredictable needs with a high tolerance for ambiguity.

Nice To Haves

  • 3+ years of experience developing and administering SharePoint solutions, preferably in SharePoint Online
  • 2+ years of hands‑on experience with Microsoft PowerApps and Power Automate, including building custom applications, workflows, forms, and automated processes.
  • Ability to develop and maintain Power BI dashboards, reports, and data models that translate program data into clear, actionable insights for leadership and operational teams.
  • Ability to design intuitive visual layouts and build efficient data structures, including measures and optimized model relationships, to ensure accuracy, consistency, and strong performance across all reporting products.
  • Expertise to collaborate with stakeholders to gather requirements and update dashboards as program needs evolve, ensuring reporting tools remain relevant, user‑friendly, and aligned with organizational priorities and business objectives.
  • Expertise to develop, maintain, configure Power Pages with Dataverse, Power Automate, and role‑based access controls to ensure secure, compliant, and efficient data handling.
  • Technical skillset to integrate PowerApps with SharePoint, Dataverse, SQL, and other approved data sources, ensuring reliable data flow and adherence to security requirements.
  • Expertise to document application features, data structures, and reporting logic, and provide basic user training or guidance to support adoption and effective use of developed tools.
  • Experience with data quality management is preferred and considered an asset.
  • Expertise developing applications with GIS software such as ESRI, and other technological software and/or statistical packages such as MS-BI, SAS and/or Tableau.

Responsibilities

  • Coordinate activities with Immigration and Custom Enforcement (ICE), Bureau of Prisons (BOP), and other associated Agency executive and field personnel to facilitate the implementation of the USMS National Detention Management System.
  • Develop and write strategic and business actions plans, including the development of performance measures and indicators.
  • Conduct gap analysis and corrective action planning to identify inefficiencies and areas for improvement in strategic planning concerning integrating the complexities of the detention environment and detention communities.
  • Research emerging issues and conduct Congressional and legal analysis.
  • Support the development and implementation of the pilot projects, lead tabletop exercises, and test hypotheses.
  • Develop conceptual and practical implementation plans of operations.
  • Research and compose unbiased, executive level correspondence, reports, and effective presentations.
  • Provide Tier 3 support and training for CAPTURE applications.
  • Conducts analysis of Detention Data Services reporting for accuracy and makes recommendations for efficient use of detention bed space costs as it relates to the designation and transportation of federal prisoners.
  • Provides technical expertise and recommends efficiencies regarding CAPTURE application workflows as it relates to Arrest to Commitment.
  • Work independently to conduct and compose executive level research and analysis to provide correspondence, reports, and briefings. This may also include strategic level studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts.
  • Collaborate with stakeholders to gather requirements and update dashboards as program needs evolve, ensuring reporting tools remain relevant, user‑friendly, and aligned with organizational priorities and business objectives.
  • Create and enhance PowerApps applications that automate routine workflows, improve data collection, and support program operations.
  • Develop, maintain, configure Power Pages with Dataverse, Power Automate, and role‑based access controls to ensure secure, compliant, and efficient data handling.
  • Integrate PowerApps with SharePoint, Dataverse, SQL, and other approved data sources, ensuring reliable data flow and adherence to security requirements.
  • Document application features, data structures, and reporting logic, and provide basic user training or guidance to support adoption and effective use of developed tools.
  • Identify opportunities to streamline processes and enhance data visibility through improved reporting, automation, and integration within the Microsoft Power Platform.
  • Experience with data reconciliation, data management, and process automation, with the ability to streamline workflows and improve data accuracy.
  • Troubleshoot and resolve technical issues related to SharePoint, PowerApps, Power Automate, and Power BI.
  • Collaborate effectively with technical and non‑technical stakeholders and translate requirements into functional solutions.
  • Manage multiple priorities.
