The Detention Subject Matter Expert-IT will be responsible for providing expert detention and executive level support to meet the demands and strategic requirements to manage the Federal Detention Management System. The contractor shall provide consultation in the area of federal detainee operations, including working knowledge of U.S. Marshals Service, U.S. Probation, Immigration and Custom Enforcement (ICE), Bureau of Prisons (BOP), and Justice Prisoner and Alien Transportation System (JPATS) operations. Functional Responsibility Support includes, but is not limited to, unbiased guidance, advice, and assistance to Prisoner Operations Division leadership and the Office of Detention Technology in the management and executions of the USMS Federal Detention Management System. The contractor shall work independently to conduct and compose executive level research and analysis to provide correspondence, reports, and briefings. This may also include strategic level studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts. The subject matter expert must have knowledge of, but not limited to, the following: An executive level understanding of the federal detention and judicial processes. Coordinate activities with Immigration and Custom Enforcement (ICE), Bureau of Prisons (BOP), and other associated Agency executive and field personnel to facilitate the implementation of the USMS National Detention Management System. Develop and write strategic and business actions plans, including the development of performance measures and indicators. Conduct gap analysis and corrective action planning to identify inefficiencies and areas for improvement in strategic planning concerning integrating the complexities of the detention environment and detention communities. Research emerging issues and conduct Congressional and legal analysis. Support the development and implementation of the pilot projects, lead tabletop exercises, and test hypotheses. Develop conceptual and practical implementation plans of operations. Research and compose unbiased, executive level correspondence, reports, and effective presentations. Shall possess the interpersonal skills to interact frequently with internal and external detention customers as well as a diverse staff group. Communicate, both orally and in writing, with all levels of an Agency. The contractor shall meet deadlines and provide required deliverables within the contract requirements. Provide Tier 3 support and training for CAPTURE applications. Conducts analysis of Detention Data Services reporting for accuracy and makes recommendations for efficient use of detention bed space costs as it relates to the designation and transportation of federal prisoners. Provides technical expertise and recommends efficiencies regarding CAPTURE application workflows as it relates to Arrest to Commitment. Possess a thorough knowledge of Microsoft Word, PowerPoint, Excel, Outlook, and SharePoint. Work independently to conduct and compose executive level research and analysis to provide correspondence, reports, and briefings. This may also include strategic level studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts. Additionally, would ideally have expertise developing applications with GIS software such as ESRI, and other technological software and/or statistical packages such as MS-BI, SAS and/or Tableau.
