About The Position

The Civil Service Office is now accepting applications for the position of Deputy Wastewater Superintendent in the Wastewater Treatment Division. Under general direction, this role provides assistance and support to the Wastewater Superintendent in planning and managing Wastewater Treatment Plant operations. The Deputy Wastewater Superintendent also serves as the plant safety coordinator.

Requirements

• Post secondary education, training or experience and possession of State of Ohio Certificate, Class III Operator in Wastewater Treatment.
• Five (5) years successful experience in wastewater treatment, and maintenance of stormsewer and sludge disposal collection systems.
• Demonstrable ability to manage others.
• Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.
• State of Ohio Class III Operator License in Wastewater Treatment.
• State motor vehicle operator's license.
• Knowledge of: Class III Wastewater Treatment Plant operations and processes.
• Program maintenance procedures.
• Management principles.
• Budget management.
• Sewerline construction.
• Processes used during maintenance of both wastewater plant and collection systems.
• EPA and other federal, state and local regulations affecting operations of the plant and collection systems.
• Work hazards and safety precautions.

• Develop and maintain effective working relationships with EPA, general public, officials, and others.

Responsibilities

• Directs operations of Wastewater Plant during absence of Superintendent.
• Supervises personnel engaged in plant operations and maintenance, collection/distribution, laboratory, and environmental/industrial responsibilities.
• Assigns and coordinates work and assures compliance with federal, state and local laws/regulations.
• Oversees work scheduling, provides staff training, and maintains authority to administer verbal and written reprimands.
• Resolves staff complaints, approves leaves and overtime and develops work methods.
• Monitors plant operations and advises Superintendent regarding plant operating problems or resolves problems within limitation of authority.
• Assures that plant operates safely by working closely with plant safety coordinator.
• Prepares NPDES, Bypass Reports, Industrial/County Billings Reports.
• Reviews and assists in preparation of Industrial, Health Department, DMR/QA, Sludge, payroll, annual budget and inventory reports.
• Signs reports during absence of Superintendent.
• Reviews reports prior to submission to regulatory agencies.
• Participates in community meetings related to wastewater, distribution and collection systems issues.
• Deals with and resolves property owner complaints and maintains good public relations.
• Assists contractors and engineers with scheduling, downtime, improvements and modifications to City's Stormsewer and sanitary systems.
• Assists Superintendent in preparing ordinances for approval by Administration that affect Wastewater Division.
• Conducts research, and develops, implements and assists in administration of Sludge Program, Combined Sewer Overflow Program, and other projects with division operations.
• Maintains and exercises Wastewater Division preventive maintenance program.
